MAYOR AND COUNCIL COMMUNICATION
7.4.1 RING ROAD PRESCRIPTIVE RIGHT-OF-WAY VACATION (VA -26-004)
DATE: 08/11/26 M&C FILE NUMBER: M&C 26-0611
DEPARTMENT: DEVELOPMENT SERVICES
SUBJECT
(CD 6) Adopt Ordinance Vacating a Portion of Ring Road, a Prescriptive Right -of -Way
Located South of West Risinger Road, to be Replatted into the Adjoining Property and Waive
Any and All Purchase Fee Value of the Vacated Land in Accordance with City Policy
RECOMMENDATION
It is recommended that the City Council:
1. Adopt an ordinance vacating a portion of Ring Road, a prescriptive right-of-way
located south of West Risinger Road, to be replatted into the adjoining property; and
2. Waive any and all purchase fee value of the vacated land in accordance with City
policy.
DISCUSSION
Kimley Horn, on behalf of QT South, LLC, submitted the request to vacate a portion of Ring
Road, a prescriptive right-of-way located south of West Risinger Road, to allow for the
development of a gas station and convenience store. The City Plan Commission
recommended approval of this request at its March 12, 2026 meeting. An acceptable final plat
(FS -25-083) has been received in accordance with the Subdivision Ordinance.
The City of Fort Worth (City) originally obtained the identified right-of-way through
prescription. The City does not own any fee interest in the right-of-way or own any property
adjacent to the right-of-way and did not expend any City funds to obtain the right-of-way. In
accordance with the City's policy regarding street and alley vacation transactions (M&C G-
15624), staff recommends waiving the purchase price of this right-of-way.
This project is located in COUNCIL DISTRICT 6.
This M&C does not request approval of a contract with a business entity.
