To provide a critical regional connection, the City desires to participate with Developer to construct the improvements to West Risinger Road between Crowley Road and Hemphill Street (Project), including a traffic signal at the intersection of West Risinger Road and Hemphill Street. The City participation will consist of transportation impact fees and future improvement funds that the City has collected from other developments in the area. During the development permitting process, the City determines the impact of development upon the City's infrastructure to determine a developer's fair share of public infrastructure improvements necessary for a project. If the infrastructure required due to the development cannot be constructed at the time of the development, the City allows the developer to execute a Future Improvements Agreement (FIA) and pay the cost for the improvements to the City. The City can use these funds for design and construction of the improvements at a later date, generally when the improvements are incorporated into a larger project. The City has previously executed a FIA for improvements to West Risinger Road between Crowley Road and Hemphill Street (City Secretary Contract No. 63188). The Project is located within Transportation Impact Fee Service Area Z and was identified as impact fee eligible in the most recent transportation impact fee study. Funds are currently available in the Revenue Service Area Z -Transportation Impact Fees project within the Transportation Impact Fee Capital Fund for the purpose of funding the Project. The estimated cost of the City's portion of the engineering design, coordination, and construction documents is $1,895,477.00. The engineering design will be reviewed through the City's Infrastructure Plan Review Center (IPRC) process.
