To: Jesica McEachern, Assistant City Manager
From: Lauren Prieur, P.E., TPW Director
Subject: EMERGENCY — Severe Erosion and Scour at Precinct Line Road Bridge
On May 29, 2026, City of Fort Worth staff and Texas Department of Transportation (TxDOT) bridge
personnel conducted a field review of the Precinct Line Road Bridge over the West Fork Trinity River
(Bridge ID 022200ZP7170002 — See APPENDIX A). Staff observed severe scour and erosion along the
north channel bank adjacent to Bent 3. The erosion has exposed two abandoned pier foundations from a
previous bridge structure, caused significant loss of embankment material at the north abutment, and
exposed foundation elements of the existing bridge.
One abandoned pier foundation has already collapsed and is located approximately one foot from the Bent
3 column. A second abandoned pier foundation remains undermined and unstable. Continued erosion or
significant rainfall could cause additional movement or collapse of these structures and potentially damage
the existing bridge piers. In addition, erosion continues to progress and has exposed existing bridge
foundation piers, increasing the risk of further structural damage during future high -flow events.
On June 9, 2026, TxDOT classified these conditions as a Level 1 Follow -Up Action requiring immediate
attention. A subsequent Special Inspection by TxDOT on June 29, 2026, further evaluated the bridge
conditions and resulted in a Plan of Action requiring temporary bridge closure when specified rainfall,
streamflow, or water -level trigger conditions are met until the bridge can be safely reopened following
inspection. The recommended corrective actions include removal of the abandoned pier foundations and
installation of riprap adjacent to Bent 3 to protect the bridge foundations from further scour and erosion.
These repairs will address the immediate risk and maintain the integrity of the bridge until a permanent
solution, including slope stabilization, abutment repairs, and erosion control measures, can be implemented
through a future bond -funded capital project. The City will continue to monitor triggering conditions for
temporary closure; however, the intent is to complete the work under this authorization and avoid potential
temporary bridge closures.
This memorandum is submitted to inform the City Manager's Office and to request authorization for the
emergency procurement of construction services, pursuant to the emergency authority found in Chapter 2,
Article I, Section 2-9 of the City's Code of Ordinances, the TPW Department has initiated emergency
procurement of Gibson & Associates, Inc. to provide emergency construction services for the removal of
abandoned pier foundations and installation of riprap at Precinct Line Road Bridge over the West Fork
Trinity River. The estimated cost of this emergency work is $242,500.00 (See APPENDIX C). The work
is necessary to protect the bridge structure, maintain public safety, and prevent further deterioration of the
bridge foundations and embankment.
Waiting to advertise, procure and award a contract to perform this work is not the best interest of the health
and safety of the citizens of the City of Fort Worth. City Code Section 2-9(d)(9) defines an emergency
procurement as a procurement made because of a public calamity that requires the immediate appropriation
of money to relieve the necessity of the city's residents or to preserve the property of the municipality; a
procurement necessary to preserve or protect the public health or safety of the city's residents; or a
procurement necessary because of unforeseen damage to public machinery, equipment or other property.
Section 252.022 of the Texas Local Government Code exempts from normal bidding requirements
expenditures that are necessary to preserve or protect public health or safety of the municipality's residents
and procurements necessary because of unforeseen damage to public machinery, equipment, or property.
M&C(s) will be circulated to ratify the above contract after the work has been performed.

retentions payable by the additional insured or payable by any person or organization whose
coverage is available to the additional insured.
However, if the "written agreement" requires primary and non-contributory coverage, this insurance
will be primary and non-contributory relative only to the other insurance available to the additional
insured which covers that person or organization as a Named Insured, and we will not share with
that other insurance. For any other insurance available to the additional insured where that person
or organization is not a Named Insured, this policy will share coverage with that other insurance
based on the terms specified in Paragraph b. Method of Sharing below.
b. Method of Sharing
If all the other insurance permits contribution by equal shares, we will follow this method also. Under
this method, each insurer contributes equal amounts until it has paid its applicable limit of insurance
or none of the loss remains, whichever comes first.
If any of the other insurance does not permit contribution by equal shares, we will contribute by
limits. Under this method, each insurer's share is based on the ratio of its applicable limit of
insurance to the total applicable limits of insurance of all insurers.
