MAYOR AND COUNCIL COMMUNICATION
7.1.22 SANITARY SEWER REHABILITATION CONTRACT 121 PROJECT ADDITIONAL FUNDING
DATE: 08/11/26 M&C FILE NUMBER: M&C 26-0585
DEPARTMENT: WATER
SUBJECT
(CD 5 and CD 11) Adopt Appropriation Ordinance in the Amount of $150,000.00 for Increased
Project Costs for the Sanitary Sewer Rehabilitation Contract 121 Project to Effect a Portion of
Water's Contribution to the Fiscal Years 2026-2030 Capital Improvement Program
RECOMMENDATION
It is recommended that the City Council adopt the attached appropriation ordinance
increasing estimated receipts and appropriations in the Water & Sewer Capital Projects Fund
in the amount of $150,000.00, transferred from available PayGo funds within the Water and
Sewer Fund, for the purpose of funding the Sanitary Sewer Rehabilitation Contract 121 project
(City Project No. 104973), and to effect a portion of Water's contribution to the Fiscal Years
2026-2030 Capital Improvement Program.
DISCUSSION
The purpose of this Mayor and Council Communication (M&C) is to add additional funding to
the Sanitary Sewer Rehabilitation Contract 121 project in the amount of $150,000.00 to provide
for real property costs.
On November 14, 2023, M&C 23-0978, the City Council authorized an engineering agreement
in the amount of $622,350.00 with James DeOtte Engineering, Inc. (city Secretary Contract
No. 60501) and an additional $290,780.00 for related expenses for a project total of
$913,130.00 for the Sanitary Sewer Rehabilitation Contract 121 project (City Project No. 104973).
The contract was subsequently revised by Amendment No. 1 in the amount of $83,375.00,
administratively authorized January 24, 2026, which primarily provided for additional water
and sanitary sewer design on the project to accommodate alignment changes along with
additional easement preparation.
The $150,000.00 appropriation requested in this M&C will provide for additional real property
acquisition costs to compensate property owners from whom easements must be obtained
for construction of the project.
It is the practice of the Water Department to appropriate its Capital Improvement Program
(CIP) plan throughout the Fiscal Year (FY), instead of within the annual budget ordinance, as

projects commence, additional funding needs are identified, and to comply with bond
covenants.
Funding is budgeted in the Transfer to Water/Sewer account within the Water and Sewer
Fund for the Water Department for the purpose of funding the Sanitary Sewer Rehabilitation
Contract 121 project.
