Goodall City Secretary Ordinance No. 26-28627 Page 1 of 1 FORT WORTH,U MAYOR AND COUNCIL COMMUNICATION 7.1.5 FIRE/EMS DEPLOYMENTS DATE: 08/11/26 M&C FILE NUMBER: M&C 26-0559 DEPARTMENT: FIRE SUBJECT (ALL) Adopt Appropriation Ordinance Increasing Estimated Receipts and Appropriations in the Grants Operating Other Fund in an Amount up to $10,000,000.00, subject to Receipt of Funds, for the Fire Department's Participation in the Texas Task Force 1, the Texas Intrastate Fire Mutual Aid System, and the Texas Emergency Medical Task Force RECOMMENDATION It is recommended that the City Council adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grant Operating Other Fund in an amount up to $10,000,000.00, subject to receipt of funds, for the Fire Department's participation in the Texas Task Force 1, the Texas Intrastate Fire Mutual Aid System, and the Texas Emergency Medical Task Force. DISCUSSION Of the $10,000,000.00 in appropriation authority requested, the Fire Department will use $4,000,000.00 to record year-to-date deployment expenditures and associated reimbursement revenue. The remaining amount will provide appropriation capacity for future deployment expenditures and corresponding reimbursements. The City of Fort Worth Fire Department participates in three primary state and federal emergency response systems: Texas A&M Task Force 1 (TX-TFl), the Texas Intrastate Fire Mutual Aid System (TIFMAS), and the Texas Emergency Medical Task Force (EMTF). These systems allow qualified local personnel, vehicles, equipment, and other resources to be mobilized for emergency -response assignments outside the City of Fort Worth. TX-TF1 provides specialized urban search and rescue capabilities for disasters and other major incidents. The team functions as one of 28 federal teams under the Federal Emergency Management Agency (FEMA) Urban Search and Rescue System and as a statewide team under direction of the Texas Division of Emergency Management (TDEM). TX-TF1 is administered by the Texas A&M Engineering Extension (TEEX) service. TIFMAS provides a statewide system for mobilizing local fire -service personnel, apparatus, and other resources in response to major wildland fires, hurricanes, floods, and all other major all -hazards incidents. TIFMAS is under coordination of the Texas A&M Forest Service. 1 of 3 FORT WORTH. EMTF provides a statewide system for mobilizing emergency medical personnel, ambulances, specialized equipment, and support resources for disasters, mass -casualty incidents, public - health emergencies, and qualifying planned events across Texas. The Fort Worth Fire Department, including its Emergency Medical Services (EMS) division, maintains several deployable EMTF resources, including an Ambulance Bus (AMBUS), Ambulance Strike Team (AST), Ambulance Strike Team Leader (ASTL), Mobile Integrated Strike Team (MIST), Wildland Paramedic Unit, Ambulance Staging Manager, Logistics Support, and an Infectious Disease Response Unit (IDRU). These resources strengthen emergency medical response and help increase regional capacity during emergencies. EMTF operates through a statewide and regional structure with oversight from the Texas Department of State Health Services. State deployments are generally authorized or coordinated through the TDEM. The individual response systems are administered or supported by their respective state or sponsoring entities, including the TEEX, the Texas A&M Forest Service, and the Texas Department of State Health Services (DSHS). Federal deployments may also be authorized through FEMA. Participating departments may be called upon to assist other jurisdictions during emergencies. The costs of these deployments, including salaries and benefits for deployed and backfill personnel, travel, meals, supplies, and equipment, are reimbursed by the applicable state and federal agencies. In Fiscal Year 2016, the City Council approved M&C G-18701 to move deployment -related revenue and expenses out of the Fire Department's General Fund operating budget because deployments are unpredictable and reimbursement is often received in a different fiscal year than when the expenses are incurred. In Fiscal Year 2018, the City Council approved M&C G-19258, authorizing $1,500,000.00 for the Fire Department's participation in Texas Task Force 1 and the Texas Interstate Mutual Aid System. The Fire Department oversees and manages these programs. Any costs that are not eligible for reimbursement will be paid from the department's operating budget. This M&C continues the practice. Fire department personnel may charge salaries to the grant as incurred; however, indirect cost recovery does not apply. There is no grant application repository number, as the Fire Department did not apply for this grant. Additionally, capital expense may be added to the project as well. This M&C does not request approval of a contract with a business entity. This will serve ALL COUNCIL DISTRICTS. FISCAL INFORMATION/CERTIFICATION The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the current 2 of 3 FORT WORTH. operating budget, as appropriated, in the Grants Operating Other Fund. The Fire Department (and Financial Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to an expenditure being incurred, the Fire Department has the responsibility to validate the availability of funds. This is a reimbursement grant.
