CONFIRMING THE APPOINTMENT OF JAMES W. HORTON AS THE
FORT WORTH FIRE CHIEF ON AN INTERIM BASIS
WHEREAS, Fire Chief Raymond Hill has provided notice that he will be retiring from his
employment with the City, effective at 10:00am on August 31, 2026; and
WHEREAS, Section 143.013(a) of Chapter 143, Public Officers and Employees, of the
Texas Local Government Code requires the department head of the Fire Department to be
appointed by the municipality's chief executive and confirmed by the municipality's governing
body; and
WHEREAS, City Manager Jesus "Jay" Chapa appointed Assistant Chief James W. Horton
to serve as department head of the Fire Department and Fire Chief, on an interim basis, effective
at 10:00:01 am on August 31, 2026, and to fulfill these duties until the City completes the selection
process for a new Fire Chief and names a successor Fire Chief; and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF FORT WORTH, TEXAS THAT:
The City Council confirms the City Manager's appointment of Assistant Chief James W.
Horton as department head of the Fire Department and Fire Chief for the City of Fort Worth, on
an interim basis, effective at 10:00:01 am on August 31, 2026, subj ect to Chief Horton
taking the appropriate Oath.
Adopted this August 25, 2026.
