HomeMy WebLinkAboutContract 40995-R1 STATE OF TEXAS § CITY SECRETARY § CONTRACT NO.. 4 09cI�- 2 COUNTY OF TARRANT § RENEWAL AGREEMENT This RENEWAL AGREEMENT ("Renewal") is made and entered into by and between the City of Fort Worth ("City"), acting herein by and through its duly authorized Assistant City Manager, and Lawrence Collins, ("Consultant"), whose services are to be retained hereunder for and in consideration of the covenants and promises contained herein. RECITALS WHEREAS, the City and Consultant previously entered into City Secretary Contract No. 40995, (the "Agreement") a contract for services wherein Consultant provides advice and counsel on legislative matters concerning the City; and WHEREAS, the term of the Agreement began October 1, 2010 and expired September 30, 201 l; and WHEREAS, pursuant to Section 2 of the Agreement, the City has the right to renew the Agreement at the same terms and conditions for one additional year. NOW THEREFORE, and in consideration of the mutual covenants and promises contained herein, the parties hereby agree as follows: 1. The Agreement is hereby renewed and extended for a term of one year beginning October 1, 2011 and expiring September 30, 2012. 2. All other terms and conditions of the Agreement shall remain unchanged and in full force and effect. OFFICIAL. The term of the contract will be from October 1, 2010 to September 30, 2011 with an option to renew for one-year under the same terms and conditions. DISCUSSION: The City of Fort Worth retains outside legislative consulting services in order to maintain resident expertise regarding the City's relationship with the State Legislature. The role of an outside consultant is to assist the City in promoting and protecting its legislative interests in Austin, Texas. The current contract with Lawrence Collins (Mr. Collins) for these services expired on August 31, 2010. Mr. Collins is the former Director of the Texas Senate Committee on Finance, the 15 member committee that has jurisdiction over all spending and revenue matters for the State of Texas with a budget that exceeded one hundred ($100) billion. In addition, he is the former Director of the House Committee on Appropriations with responsibility for all administrative and budget matters. His experience with this committee included budget analysis in all major substantive areas of the government including health and human services, general government, regulatory matters, criminal justice, public safety and the judiciary. Originally, during the 79th Regular Session of the Texas Legislature, Mr. Collins executed a lobbying and advocacy strategy that ultimately secured a $3.1 million appropriation to finance construction and renovation costs at the Fort Worth Business Assistance Center and the University of North Texas Health Science Center in Fort Worth. Those funds have been and are currently being utilized to fund the renovation of the third building at the Business Assistance Center and construction of a new facility at the UNT Health Science Center. Due to the efforts of Mr. Collins, the City of Fort Worth was successful in securing an additional $3.1 million appropriation during the 80th Regular Session. Again, during the 81st Regular Session of the Texas Legislature, Mr. Collins was successful in securing a third $3.1 million appropriation that will allow the Business Assistance Center and the UNT Health Science Center to continue these projects. Thus, over the course of the last three legislative sessions, Mr. Collins has been instrumental in securing $9.3 million. In addition, Mr. Collins worked with the City's legislative staff to secure $20 million in funding to assist the City of Fort Worth and other Texas cities in their community homelessness programs. The proposed contract requires Mr. Collins to provide advice and counsel regarding state agencies and commissions as well as provide assistance in promoting passage of legislative initiatives for the http://apps.cfwnet.org/council_packet/mc_review.asp?ID=1403 9&councildate=10/5/2010 9/7/2011 M&C Review Page 2 of 2 City during legislative sessions and the interim session. The term of the contract is from October 1, 2010 to September 30, 2011. The City shall have an option to renew for an additional one-year term under the same terms unless otherwise mutually agreed by the parties. The proposed contract requires the City to compensate Mr. Collins at a rate of$4,522.50 per month which represents a 10 percent reduction from the monthly retainer under the previous contract which expired August 31, 2010. In addition, the City will reimburse Mr. Collins for expenses incurred when he is requested to travel to Fort Worth by City Council or staff. The approved reimbursable expenses shall not exceed $1,000.00 for the term of the contract.
