The site encompassed an area of approximately 2.9 acres. Potential runoff impact from the southern portion of the site onto an adjacent pond was also assessed. The pond was the initial driver of the investigation, as it was observed to be discolored. The primary objective of the City of Burleson was to assess whether the dog park on the northern portion of the site was affected by runoff from the south parcel or pond and if potential soil impacts at the dog park represented a risk to the dog park inhabitants that would warrant keeping it closed. Terracon conducted the site investigation in collaboration with the city personnel by identifying the locations of the soil samples, determining the scope of the investigation and the analytical parameters, and contracting the services of a local driller to aid in executing the scope of work. The analytical results were screened with respect to the Texas Risk Reduction Program Protective Concentration Levels for potential human health exposure. However, the concern remained associated with the potential exposure of the dog park users (canines). Therefore, Terracon consulted with an internal Subject Matter Expert who performed a Canine Risk Assessment for the northern parcel being utilized by domestic canines. The client was under immense pressure to reopen the dog park or find an alternative solution. The development of the canine risk assessment was unique in its scope. Terracon's risk assessment evaluated large and small dogs, to encompass a wide variety of canines. With our Canine Risk Assessment, we were able to determine that the soil analytical concentrations from Terracon's investigation did not pose an undue risk for the users of the park (canines). Remediation was not necessary, and the client was able to recommend reopening the dog park. The canine risk assessment was of tremendous value to the client as it allowed the opening of the dog park without additional work or further delay, alleviating community concerns and preserving the client resources that would have been allocated to remediation activities at the site. II City of Fort Worth I Environmental Engineering (26-0191) 4 Denton County Transportation Authority Project Scope: Denton County Transportation Authority (DCTA) selected Terracon to provide brownfield services on their EPA Brownfield Assessment Grant in the amount of $178,200. Reference: Tim Palermo Planning & Data Analytics Manager (972) 316-6099 tpalermo@dcta.net Service Dates: 2018 - Ongoing From the mid -1 960s to the early 1 980s, gravel mining operations occurred on the northern and southern portions of the site. After the mining operations ceased, the quarries were filled with rock and construction materials from the 1 980s until the early 2000s. A junkyard was located on the northwestern portion of the site in the early 2000s and illegal dumping of household trash, construction materials, tires, drums and road construction materials occurred throughout the site until 2011, when DCTA took ownership. Through the EPA Brownfields Grant Funds, Terracon conducted a Phase II Environmental Site Assessment (ESA) to assess previously identified recognized environmental conditions that could hinder the proposed redevelopment of the site. Terracon assisted DCTA with development of a scope of work which satisfied Brownfields requirements. In 2018, Terracon prepared a Site -Specific Quality Assurance Project Plan and completed a Phase II ESA. From August to October 2018, Terracon excavated 36 test trenches, advanced 23 soil borings, and installed 10 groundwater monitoring wells, which were also used to monitor landfill gases. The results of the Phase II ESA indicated that chemicals of concern in soil and groundwater exceeded the Texas Risk Reduction Program (TRRP) Action Levels. Specifically, shallow groundwater on the northeastern portion of the site was impacted by chlorinated solvents, which appeared to originate from one or more off - site industrial properties. Based on the findings of the Phase 11 ESA, Terracon assisted DCTA in enrolling the site into the TCEQ Voluntary Cleanup Program (VCP). Terracon is currently assisting DCTA with obtaining a Municipal Setting Designation (MSD) for the site to aid in regulatory closure and is preparing an Affected Property Assessment Report. II City of Fort Worth I Environmental Engineering (26-0191) 5 Project Scope: Tarrant County Tarrant County operates and maintains Reference: Elizabeth Pietzsch an outdoor pistol shooting range in Fort Director of Facilities Management Worth used by the Sheriff's Department for routine training and proficiency. Over (817) 884 1 141 several years of operation, the earthen eapietzsch@tarrantcountytx.gov backstop of the outdoor pistol shooting Service Dates: 2023 range had become inundated with lead slugs from bullets. Excess amounts of lead bullets in the backstop were causing ricochets and the pistol range was temporarily closed for safety reasons. Terracon was requested by Tarrant County to remove lead slugs from the earthen berm so the pistol range could be reopened. The Sheriff's Office expressed their urgency to have the pistol range operational as its prolonged closure could impact public safety. Terracon conducted oversight of its subcontractor during excavation of the first (front) 15 feet of the existing earthen pistol range backstop. The excavated material was processed through a screening machine to separate the bullet/bullet fragments greater than 'h -inch in size using stacked vibrating screens. The bullet/ bullet fragments were containerized in 55 -gallon steel drums and transported to an approved recycling facility. Approximately 10,000 pounds (Ibs) of lead was recovered and recycled. Debris including rocks, vegetation, and other large materials such as clods of clay were separated and stockpiled on -site for disposal by others. The screened material was then returned to the pistol range to restore the backstop and placed at an approximate slope of 2:1. Excess screening material which could not be placed back at the pistol range was stockpiled on -site for future use. At the completion of backstop restoration activities, erosion control blankets were placed over the graded backstop to mitigate erosion. During field activities, a Terracon scientist collected air samples for lead in accordance with modified National Institute for Occupational Safety and Health (NIOSH) or Occupational Safety and Health Administration (OSHA) sampling methods. Air samples were collected downwind of the work zone and submitted for analysis. Ambient air samples were collected over approximately 8 -hour periods, and one field blank sample was collected for lead using 37mm two-piece cassettes with a 0.8 -micron mixed cellulose ester membrane filter using a sampling pump calibrated at a flow rate of two liters per minute (I/m). The air samples collected were analyzed by modified NIOSH Method 7303 and submitted under the chain of custody protocol. In addition, real-time dust monitoring was conducted by the Terracon scientist using a AerocetTM monitoring system. Terracon completed the project ahead of schedule (50% earlier than requested). II City of Fort Worth I Environmental Engineering (26-0191) 6 Project Scope: Confidential Client Terracon developed a pump -and -treat system Service Dates: 2023 - 2024 to address groundwater contamination caused by petroleum hydrocarbons. The site was affected by both dissolved petroleum constituents and the presence of free -phase product. To delineate the extent of the contamination, 28 monitoring wells were installed, with 10 of them showing varying levels of product. Groundwater was encountered at a depth of approximately 45 feet, and several water supply wells were located downgradient of the plume. As a result, groundwater extraction was critical to prevent the migration of contaminants toward these supply wells. Eight monitoring wells were equipped with QED Air Pumps (models A2 and A4) to extract both groundwater and free -phase product, thereby maintaining hydraulic control at the site. Initially, the extracted fluids were directed to a central storage tank with a capacity of 8,800 gallons. From there, vacuum trucks transported the water and product off -site for disposal or recycling. However, due to the high costs associated with this method, the client opted to design and install an on -site groundwater treatment system. Additionally, a permit was obtained to allow for irrigation and land application of the treated water on property owned by the client. Terracon designed a groundwater treatment system that included an oil separation process, allowing recovered oil to be skimmed into a dedicated holding tank. This oil was then recycled by the client as part of their operational processes. The groundwater was subsequently treated through a multi -stage system consisting of two bag filters, a zeolite media bed, and a granular activated carbon (GAG) bed. After treatment, the water was discharged via a land application system located approximately 700 feet from the treatment unit. The irrigation system featured six sprinkler heads and serviced a bermed application area measuring 180 feet by 280 feet, designed to prevent runoff and ensure controlled distribution. Terracon also prepared the land application permit package, which was submitted to the Railroad Commission of Texas (RRC) for review and approval. As part of the implementation process, Terracon developed comprehensive construction bid documents, including the invitation to bid, instructions to bidders, bid forms, bid and performance bond requirements, technical specifications, and contract drawings. Terracon reviewed the submitted construction proposals and supported the client in selecting the appropriate contractor. During construction, Terracon provided oversight and assisted with issuing addenda as needed to address field conditions. Following installation, Terracon worked closely with the construction team to perform system shakedown and troubleshooting. Terracon then transitioned into operating and maintaining the groundwater treatment system. ii City of Fort Worth I Environmental Engineering (26-0191) 7 Project Scope: Confidential Client In Arlington, Texas an unexpected gasoline Service Dates: 2024 - Ongoing release from a block valve on a 1 0 -inch pipeline was identified when product appeared in a nearby concrete -lined culvert. Terracon mobilized an emergency contractor to remove free -phase hydrocarbons and collected surface water and sediment samples to support closure. The pipeline owner excavated around the pipeline, identified the leak, and repaired the valve. Terracon completed multiple site assessments, including GeoprobeTM borings, temporary sampling points, and installation of nine monitoring wells. Groundwater was encountered at approximately 8 to 10 feet below grade. After completing the site assessment and developing the conceptual site model, Terracon conducted a pilot test that included injection of Oxygen Releasing Compound (ORC®) via direct push technology at 9 locations in a 1 0 -foot staggered spacing in the vicinity of monitoring well MW -26, which was deemed to be in the area of the plume center. Based on the successful reduction of benzene concentration in groundwater, Terracon designed and installed a pilot infiltration gallery in the area of MW -26. The gallery consisted of five parallel, 30 -foot trenches, five feet on center. The trenches were constructed to a depth of 5 feet with a 6 -inch layer of gravel where a perforated water delivery pipe was installed. ORC was mixed with the gravel at the bottom of the trench. The infiltration gallery was used to deliver additional ORC over time. Based on the success of the pilot infiltration gallery, the infiltration gallery was expanded to cover the entire footprint of contamination and over the ensuing several years, additional ORC was delivered through the gallery. Additional targeted ORC injection was conducted using 46 injection points on a 1 0 -foot staggered spacing in the vicinity of MW -26. The ORC enhanced biodegradation of the hydrocarbons and resulted in cleaning up the site with the exception of the area of MW -26 where a persistent asymptotic concentration of benzene above the target concentration of 0.005 milligram per liter (mg/L) was observed. In 2023, Terracon conducted a comprehensive evaluation of remediation progress and determined that the use of ORC has served its purpose and a new technology would be recommended. A feasibility study was completed and a remedy approach was proposed to the client. After obtaining client approval, Terracon worked with the vendor to inject micron -scale activated carbon at the site. A total of 70 injection points were completed to deliver 6,000 lbs of activated carbon in approximately 12,000 gallons of water. The work was completed by February 2025 and monitoring well MW -26 was sampled three times using a hydrasleeveTM since the completion of injection. Benzene concentration in MW -26 declined and remained below the target concentration. One more sampling will be conducted before requesting site closure from the Texas Commission on Environmental Quality. ii City of Fort Worth I Environmental Engineering (26-0191) 8 Project Scope: Texas Commission on Environmental Quality Terracon managed the Texas Reference: David Cullen Commission on Environmental Engineering Specialist Quality Dry Cleaner Remediation Program, leading site assessments and (512) 239-4137 david.cullen@tceq.texas.gov remediation efforts across multiple sites. Service Dates: 2022 - 2025 At a Houston -area site, a dry cleaner operated from 2002 to 2016, and the release history was not fully documented. Terracon conducted a site assessment to delineate the extent of tetrachlorethene (PCE) and daughter compounds in the soil and groundwater. Six monitoring wells were installed to a depth of 15 feet below grade. Soil samples were collected from the soil borings during installation. After completion of well installation and development, groundwater samples were collected and analyzed for tetrachlorethene and daughter compounds. The site soil consisted of silty sand to 14 feet below grade, where a confining sandy clay was encountered at that depth. The soil sample results indicated low detection of cis -1,2- dichloroethane (cis-1,2-DCE) in the soil below applicable state standards. Groundwater sample results indicated the presence of cis- 1,2-DCE and vinyl chloride (VC) in a single monitoring well (MW -4) at concentrations of 0.130 and 0.00337 milligrams per liter (mg/L). The remaining groundwater concentrations were below the applicable standards. Although no prior remediation had occurred, it appears the site conditions were amenable to degradation of PCE, resulting in a cis -stall. Based on site concentrations, Terracon contracted with Regenesis to procure chemicals that would reduce the concentrations of cis-1,2-DCE and VC to ethene. A treatment area of 2,500 square feet was focused on MW -4. A total of 1,600 lbs of 3D microemulsionTM (oleic acid, lactates/polylactates), 400 lbs of sulfidated zero valent iron, and 18 liters of BioDechlor-Innoculum (BDI) were procured and injected at 26 points using a direct push tool at approximately 1 0 -foot on center between the depths of 8 and 15 feet below grade. The concentrations of cis-1,2-DCE and VC declined to below the applicable standards. At another former dry cleaner site in the DEW Metro, previous site investigations identified impacts of PCE to the shallow groundwater at a concentration up to 1 mg/L in one monitoring well. The depth to groundwater varied but averaged 13 feet below grade. Terracon worked with Regenesis to design the remedial approach to procure 400 lbs of a Chemical Reducing Solution (ferrous gluconate as a reducing reagent), 40 lbs of 3D microemulsion, and 18 liters of BDI. Terracon contracted with a local driller to conduct a pilot feasibility assessment to determine the capacity of the formation to accept liquid without short-circuiting. The pilot test was conducted using potable water on two test holes and a rate of 150 to 200 gallons per day of water was possible to inject. ii City of Fort Worth I Environmental Engineering (26-0191) 9 Section 2 Personnel and Organizational Structure Roles and Responsibilities Terracon has organized and dedicated a strong project team to bring the necessary resources, knowledge, and experience needed to serve the City. Litigation Statement Terracon is a large engineering firm specializing primarily in geotechnical, environmental, and construction materials testing, and we perform tens of thousands of projects nationwide. Given the large volume of projects we perform annually, we are subject to periodic claims and litigation. The number of claims received annually is a very small percentage of the overall number of projects performed, well less than 0.5% of the total. As a large firm performing many projects, on very rare occasions we have terminated services on our projects prior to project completion. These situations usually arise from a failure to pay for those services, or from decisions to reduce our scope of service to the point where we are no longer comfortable, from a professional perspective, with the continuation of our services on a project. Again, we would stress that we perform several thousand projects annually and these situations arise very rarely and only after thorough efforts to reasonably resolve these issues. Terracon carries a robust program of insurance to protect us and our clients when applicable against claims arising out of our services. The majority of our reported Page 7 of 8 FORT WORTH® CITY OF FORT WORTH - ENVIRONMENTAL SERVICES DEPARTMENT PROPRIETARY INFORMATION, QUALIFICATION QUESTIONNAIRE, AND STATEMENT OF QUALIFICATIONS RFQ Ref. #: 26-0191 Doc. Ref#: RFQ-06 Page 8 of 8 claims are not ultimately pursued against I erracon. In the claims that are pursued, Terracon has been very successful in defending itself against claims and in many of these cases, has been able to be completely vindicated. None of our claims have in the past impacted or are estimated in the future to impact either the financial strength of our company or the ability to provide quality services to our clients. Due to the confidentiality and sensitivity of claim information, Terracon does not provide specific information on individual claims or litigation. Technical Response asks similar questions to the RFQ-06 Questionnaire, Qualifications and Requirements. Would you like an uploaded SOQ Response (in Euna/Bonfire) in the format of the Technical Approach on pages 6-8 of the RFQ-05? And a completed RFQ-04 Questionnaire? A 13. The SOQ technical response and the RFQ-06 questionnaire are separate submission requirements. Firms should provide a technical response in accordance with section 7.B, SOQ format and response format requirements, and separately complete and submit the RFQ-06 questionnaire. RFQ 26-0191 Environmental Engineering and Consulting Services Addendum No. 1, Page 3 of 10 Q14. When responding to the questions asked in RFQ-06 - should we provide responses in our own format? Or respond to the form provided? A14. Firms may provide responses in their own format or utilize the form provided. Both methods are acceptable. Q15. Under "Response Format Requirements" (page 6 of RFQ-05) you indicate that we need to complete and sign RFQ-02, RFQ-03, RFQ-04, RFQ-06, RFQ-07, and RFQ- 08. There is no signature block or signature requested for RFQ-04 or RFQ-06. Should those forms just be completed but not signed? A15. Yes. The forms should be completed. If a form does not contain a designated signature line, no signature is required. Q16. On RFQ-07 the City requests a dollar amount that will go to subcontractors. Instead of a dollar amount, can a minimum percentage of the overall contract total be provided in those blanks? If that isn't appropriate, can the City share the anticipated contract award amount? A 16. Percentage is acceptable in place of dollar amounts. Q17. Does the Texas Ethics Commission Form 1295 (RFQ-08) need to be submitted with the RFQ Response? The form requires personal information — the address and birthdate of the signatory — that will become part of the public record. We would prefer to submit this if selected for a contract award. A17. Submission of Form 1295 with the RFQ response is not required at this time. The City may request the completed Form 1295 from the selected respondent(s) after contract award to facilitate contract processing. Q19. For references (RFQ-04), the form requests at least three recent clients. Can the City confirm the preferred timeframe for "recent"? Is work completed within the last five (5) years acceptable? A19. Yes, recent clients within the last five (5) years are acceptable. RFQ 26-0191 Environmental Engineering and Consulting Services Addendum No. 1, Page 4 of 10 Q20. The Small Business Utilization Form requests total dollar amounts; however, the contract value is not defined. Given this structure, how should Respondents complete the dollar amount fields? Is it acceptable to express Small Business participation as a percentage of anticipated work? A2 1. Percentage is acceptable in place of dollar amounts. Q22. The SOQ Format section references "completed and signed RFQ-07 (Instructions to Respondents)" and "completed and signed RFQ-08 (Evaluation Factors)." However, these documents do not appear to contain fields to complete or designated signature lines. Can the City clarify whether Respondents are required to submit full copies of these documents, include only a signed acknowledgment page, or if no submission is required for these items? A22. Respondents should submit completed copies of RFQ-07 and RFQ-08 as part of their response package. If a form does not contain a designated signature line or field requiring completion, no signature is required for that document. Q23. Can the City confirm that the page limit is 25 pages and applies only to the Technical Response; required forms (RFQ-02 through RFQ-08) and resumes are excluded from the page count? A23. Responses shall be limited to a maximum of twenty-five (25) pages for the Technical Response. Resumes, certifications, and separately uploaded attachments do not count toward the twenty-five (25) page limit. Cover pages, tables of contents, divider pages, and similar materials included within the Technical Response will count toward the page limit. Q24. Title pages, cover pages, tables of contents, divider/tab pages, and similar materials included within the Technical Response will count toward the twenty-five (25) page limit. Q25. We are a Small Business certified by NCTRCA; however, our office is located in Travis County rather than within Tarrant, Wise, Johnson, Parker, or Denton Counties. Can the City confirm whether we are eligible to count our own work toward the Small Business participation goal, or if the goal must be met through certified firms located within the defined counties? Our only subconsultant is in Dallas County, so we'd need to find a new subconsultant, if the requirement is location -based. A25. Please refer to City of Fort Worth Ordinance No. 27832-08-2025 regarding Small Business Program eligibility requirements and applicable geographic participation criteria. SB/HUB vendors must be located within Tarrant, Parker, Denton, Johnson, or Wise County to receive Small Business participation credit. RFQ 26-0191 Environmental Engineering and Consulting Services Addendum No. 1, Page 5 of 10 Q26. In section 15.2 (pg 7/19) of 7. Instruction to Respondents, the RFQ states "Unless stated otherwise, Responses shall be limited to a maximum of twenty-five (20), Letter size (8-1/2" x 11") pages using a font size no smaller than 12 -point Times New Roman or Arial and margins of at least one inch in each direction." Is the page limit 20 or 25 pages? A26. Q27. STATEMENT OF QUALIFICATIONS (SOQ) REQUIREMENTS FORMAT states: a) Responses shall include the following content: i) Firm overview and experience ii) Project experience matching required service categories iii) Project approach and methodology iv) Key personnel and organizational structure v) References (minimum 3) vi) Subcontractor information (if applicable) vii) Business Equity participation plan viii) Required forms and documentation Should respondents include resumes for proposed key personnel, and if so, will those be required in the maximum page count? A27. Resumes, certifications, project sheets, organizational charts, and similar supporting materials may be submitted as separate attachments and will not count toward the twenty- five (25) page limit for the Technical Response. Q28. The Small Business Utilization form includes fields for total dollar amounts for proposed small businesses and non -small businesses offerors. Since specific projects have not been identified, would the City of Fort Worth allow offerors to show proposed allocation for each subconsultant/subcontractor as percentages instead? A28. Percentage is acceptable in place of dollar amounts. Q29. 15.4 RFQ Exemptions states: Any and all exceptions to the RFQ must be listed on an item -by -item basis and cross- referenced. If there are no exceptions, the Respondent must expressly state that no exceptions are taken. Does listing of exceptions also refer to the DRAFT VENDOR SERVICES AGREEMENT that accompanies the RFQ files? RFQ 26-0191 Environmental Engineering and Consulting Services Addendum No. 1, Page 6 of 10 A29. Yes. Any exceptions or requested deviations to the Draft Vendor Services Agreement (VSA) should be identified and submitted in accordance with Section 15.4 RFQ Exemptions. Respondents should clearly reference the applicable section(s) of the Draft VSA for any requested exceptions. Q30. FIRM MINIMUM QUALIFICATIONS c) Licensing and Certifications states respondent must employ or have access to personnel with the following: (1) Professional Engineer (PE) (2) Professional Geologist (PG) (3) TCEQ Corrective Action Specialist (CAS) (4) TCEQ Corrective Action Project Manager (CAPM) (5) HAZWOPER-certified field personnel Does the City require offices with staff that hold PE and PG licenses with the state of Texas be based in Texas? A30. Yes. Personnel serving in roles requiring Professional Engineer (PE) or Professional Geologist (PG) licensure must hold valid licenses issued by the State of Texas, as applicable to the services being provided under this contract. Q31. In RFQ-01, Section 15.3: It says responses must include an Executive Summary. Should the Executive Summary be included in the SOQ? If so, does it count towards the 25 pages? A3 1. Yes, Respondents may include an Executive Summary within the SOQ/Technical Response. The Executive Summary will count toward the twenty-five (25) page limit. Q32. Do the Table of Contents, Cover Page, Back Page, and Dividers count towards the 25 -page limit? A32. Yes. Title pages, cover pages, tables of contents, divider/tab pages, and similar materials included within the Technical Response will count toward the twenty-five (25) page limit. Q33. Section 7.a.iii (page 6) lists Project Approach and Methodology as a required SOQ component. In the Response Format Requirements, Section A, the Technical Response also includes the Provider's Project Approach and Methodology. Because these sections appear to overlap, please clarify whether respondents should provide separate and distinct information in each location, or if a single Project Approach and Methodology in the SOQ addresses both requirements. A33. A single Project Approach and Methodology section within the SOQ/Technical Response may be used to address both requirements. Duplicate information is not required, provided the submitted response adequately addresses the requested criteria. RFQ 26-0191 Environmental Engineering and Consulting Services Addendum No. 1, Page 7 of 10 Q34. Please clarify how the City intends respondents to differentiate and organize content among the RFQ-05/SOQ Format, the Technical Response (RFQ-05), and the RFQ-06 questionnaire, and whether information may be repeated or cross-referenced, or should be unique to each component. A34. Respondents should organize submissions in accordance with the RFQ instructions and required forms. Information may be cross-referenced where appropriate; however, each required form or submission component should sufficiently address the applicable requirements and evaluation criteria. Q35. Should respondents exclude project examples and references involving prior work for the City of Fort Worth? A35. No. Respondents may include relevant project experience and references involving prior work performed for the City of Fort Worth; however, the City also encourages firms to provide project examples demonstrating experience with other governmental entities, municipalities, or similar clients relevant to the requested services. Q36. Could you please extend the SOQ due date due to the TCEQ Conference on May 19 and 20 and the Memorial Day holiday? A36. No extension will be extended. Q37. RFQ-05 indicates evaluation will be based in part on information provided in RFQ- 04 (Reference Sheet) and RFQ-06 (Questionnaire and Requirements). Should the projects/examples referenced in RFQ-06 directly correspond to the references provided in RFQ-04, or may respondents provide different project examples in each form? A37. The project examples and references provided in RFQ-06 do not need to directly match those listed in RFQ-04. Respondents may provide different relevant project examples within each form, as appropriate. Q38. Are resumes, project sheets, organizational charts, and certifications included within the response page limit, or may they be included as appendices/exhibits excluded from the limit? A38. Resumes, certifications, project sheets, organizational charts, and similar supporting materials may be submitted as separate attachments and will not count toward the twenty- five (25) page limit for the Technical Response. Q39. Please clarify whether cover pages, table of contents pages, and divider/tab pages county are included within the response page limit referenced in RFQ-01 Section 15.2. A39. Yes. Title pages, cover pages, tables of contents, divider/tab pages, and similar materials included within the Technical Response will count toward the twenty-five (25) page limit. RFQ 26-0191 Environmental Engineering and Consulting Services Addendum No. 1, Page 8 of 10 Q40. Is the Business Equity Plan referenced in 7(a)(vii) the same as the Small Business Participation or is that something different we are required to address? A40. Business Equity is the same as the Small Business Participation. Q41. In the Instructions to Respondents Section 15.2 a page limit is discussed, and it shows 25 and 20 pages. Is there a page limit and, if so, can you clarify this discrepancy? A41. Responses shall be limited to a maximum of twenty-five (25) pages for the Technical Response. Resumes, certifications, and separately uploaded attachments do not count toward the twenty-five (25) page limit. Q42. What documentation is required to demonstrate a "good faith effort" toward small business participation goals? A42. Respondents should provide documentation demonstrating outreach efforts and proposed participation by certified Small Business firms, consistent with the requirements outlined in the Small Business Participation documents included in the RFQ. Q43. Can you clarify the anticipated spend for this contract? A $400-500k was mentioned at the pre -bid, is that for just the base contract year, or assuming all option years? A43. The anticipated aggregate contract value is up to $500,000. The City anticipates awarding contracts to multiple firms. Q44. Confirm that certification is acceptable from: North Central Texas Regional Certification Agency (NCTRCA), Women's Business Council -Southwest (WBCS), Dallas -Fort Worth Business Council (formerly DFW/MSDC), Texas Historically Underutilized Business (HUB) Program, Texas Unified Certification Program (TUCP) DBE/ACDBE or TxDOT SBE Directory and not just the "Tarrant, Wise, Johnson, Parker or Denton County" stated on the Small Business Certification form. A44. Firms may utilize certifications recognized by the City's Small Business Program requirements. Please refer to City of Fort Worth Ordinance No. 27832-08-2025 and the applicable Small Business Participation documents for eligible certification requirements and geographic participation criteria. Q45. Given that this is an on -call services agreement and the specific task assignments are unknown by the contractor, it is assumed the dollar amount commitments assigned to each small business subcontractor on the Small Business Utilization Form are best faith estimates? A45. Yes. Because this is an on -call services agreement and project assignments are not defined in advance, proposed Small Business participation amounts may be provided as good faith estimates. RFQ 26-0191 Environmental Engineering and Consulting Services Addendum No. 1, Page 9 of 10 Q46. How many awards are anticipated? Is there a limit to the number of awards? A46. The City anticipates awarding contracts to multiple firms based off qualification. Q47. Can you provide the scope, budget, and consultant for the tasks issued in the past cycle of this contract? A47. Historical task assignment information is being reviewed and may be provided, if available, through addendum. Q48. Can cover, title page, Table of Contents, and cover letter be excluded from the page limit? A48. Yes. Title pages, cover pages, tables of contents, divider/tab pages, and similar materials included within the Technical Response will count toward the twenty-five (25) page limit. Q49. May resumes of key personnel to demonstrate their "roles, relevant education, experience, and certification" be excluded from the page count and included as an attachment? A49. Resumes, certifications, project sheets, organizational charts, and similar supporting materials may be submitted as separate attachments and will not count toward the twenty- five (25) page limit for the Technical Response. Q50. May an oversized page (11 x 17) be substituted for 2 pages in the page count if needed for exhibits in the proposal? A50. Yes. An 11" x 17" page will count as one (1) page toward the overall page limit.
