DEPARTMENT: ECONOMIC DEVF1
SUBJECT
(ALL) Authorize Amendment to Contract with the Fort Worth Metropolitan Black Chamber of
Commerce to Extend the Term of the Agreement and Add a One -Year Renewal Option, Revise
the Scope of Services, and Decrease the Authorized Spending Authority by $10,800.00 for a
New Total Annual Amount Up to $259,200.00 for the Economic Development Department
RECOMMENDATION
It is recommended that the City Council:
1. Authorize the execution of an amendment to the contract with the Fort Worth
Metropolitan Black Chamber of Commerce (City Secretary Contract No. 62493) to
decrease the authorized spending authority by $10,800.00 for a new total annual
amount up to $259,200.00;
2. Extend the term of the agreement from October 1, 2026 through September 30, 2027;
3. Add a one-year renewal option for the same amount; and
4. Revise the scope of services to exclude addressing workforce skill gaps through
community partnerships.
DISCUSSION
The purpose of this Mayor and Council Communication (M&C) is to authorize an amendment
to the agreement with the Fort Worth Metropolitan Black Chamber of Commerce (FWMBCC)
for the Small Business Development Program.
During the Fiscal Year 2025-2026 budget process, the City Council approved $270,000.00 in
financial support for a 13 -month term for the FWMBCC to provide small business
development assistance, including access to capital, bonding, and insurance, business and
workforce development, and certification and compliance assistance for small business
contractors located in the City's five -county marketplace (Tarrant, Denton, Parker, Wise, and
Johnson counties) (M&C 25-0779). This M&C requests authorization to decrease the term
from 13 months to 12 months, extend the term for an additional year, decrease the annual
amount to align with a 12 -month contract term, amend the scope, and add a one-year
renewal option.
1 of 2
FORT WORTH,.
The amended scope of services is anticipated to exclude the following deliverables since this
work is already being done by the Tarrant County Workforce Solutions:
1. Address workforce skill gaps through community partnerships.
All other deliverables remain the same. The Chamber will be responsible for producing an
annual report on each deliverable under the terms of the agreement.
This contract serves ALL COUNCIL DISTRICTS.
FISCAL INFORMATION/CERTIFICATION
The Director of Finance certifies that upon approval of the above recommendations and
adoption of the Fiscal Year 2027 Budget by the City Council, funds will be available in the
Fiscal Year 2027 operating budget, as appropriated, in the General Fund. Prior to an
expenditure being incurred, the Economic Development Department has the responsibility to
validate the availability of funds.
