DISCUSSION
The purpose of this Mayor and Council Communication (M&C) is to authorize an amendment
to the agreement with the Fort Worth Hispanic Chamber of Commerce (FWHCC) for the Small
Business Development Program.
During the Fiscal Year 2025-2026 budget process, the City Council approved $270,000.00 in
financial support for a 13 -month term for the FWHCC to provide small business development
assistance, contractor supply chain networking assistance, and opportunity matching for
small business contractors located in the City's five -county marketplace (Tarrant, Denton,
Parker, Wise, and Johnson counties) (M&C 25-0778).
This M&C requests authorization to decrease the term from 13 months to 12 months, extend
the term for an additional year, decrease the annual amount to align with a 12 -month
contract term, amend the scope, and add a one-year renewal option.

FORT WORTH,.
CSC No. 62439-A2
The amended scope of services is anticipated to exclude Goal 2(b) due to an increased focus
on Goal 2 (a), which matches local small businesses to city contract and procurement
opportunities in the broader categories of under $100,000.00 and all those exceeding
$100,000.00:
1. Goal 2 (b): connect small businesses to Historically Underutilized Business (HUB) and
Cooperative Purchasing Agreement (COOP) opportunities under $100,000.00.
The Chamber will be responsible for producing an annual report on each deliverable under
the terms of the agreement.
This contract requires a Form 1295.
FISCAL INFORMATION/CERTIFICATION
The Director of Finance certifies that upon approval of the above recommendations and
adoption of the Fiscal Year 2027 Budget by the City Council, funds will be available in the
Fiscal Year 2027 operating budget, as appropriated, in the General Fund for the Small
Business Development Program to support the execution of the contract. Prior to any
expenditure being incurred, the Economic Development Department has the responsibility to
validate the availability of funds.
