MAYOR AND COUNCIL COMMUNICATION 11.12 O3PID23 VOLUNTARY CONTRIBUTIONS DATE: 08/25/26 M&C FILE NUMBER: M&C 26-0812 DEPARTMENT: FWLAB SUBJECT (CD 2 and CD 9) Authorize Execution of Participation Agreements with Tarrant County College District and Tarrant County, Accept Voluntary Contributions of $15,490.00 from Tarrant County College District and $787.00 from Tarrant County for Public Improvement District No. 23 - Panther Island for Fiscal Year 2026, and Adopt Appropriation Ordinance RECOMMENDATION It is recommended that the City Council: 1. Authorize execution of Participation Agreements with Tarrant County College District and Tarrant County to participate in Public Improvement District No. 23 and pay assessments on their property in accordance with said agreements; 2. Accept voluntary contributions of $15,490.00 from Tarrant County College District and $787.00 from Tarrant County in accordance with their participation agreements for Public Improvement District No. 23 - Panther Island for Fiscal Year 2026; and 3. Adopt the attached appropriation ordinance, increasing receipts and appropriations in the Public Improvement District No. 23 - Panther Island Fund by $16,277.00, subject to receipt of payment from Tarrant County College District and Tarrant County, for administration and operation of Public Improvement District No. 23 - Panther Island during Fiscal Year 2026. DISCUSSION The purpose of this Mayor and Council Communication (M&C) is to authorize the execution of Participation Agreements with Tarrant County and the Tarrant County College District (TCCD) for voluntary contributions to Public Improvement District No. 23 - Panther Island (PID 23) Fund. The agreements establish the contractual framework for contributions throughout the life of the PID; this action also specifically authorizes the FY2026 voluntary contribution amounts to support the District's initial operations. As outlined in the Public Improvement District No. 23 - Panther Island creation M&C 26-2120 approved on February 24, 2026, Tarrant Regional Water District's (TWRD) committed to providing voluntary pre -assessment contributions for Fiscal Year (FY) 2026 to allow the district to begin work in advance of formal assessments beginning in FY2027. At that time, 1 of 2 FORT WORTH. staff noted that additional tax-exempt entities within the Panther Island area might also elect to make voluntary contributions to support the district's early operations. Both Tarrant County and TCCD have now elected to participate by providing voluntary contributions. These contributions will supplement TRWD's previously accepted funding and will support ongoing operations and services consistent with the improvements described in the petition used to establish PID 23. As with TRWD's contribution, these funds will be utilized strictly for eligible expenses identified for FY2026 and do not levy assessments. Approval of this M&C formally authorizes the City to accept and appropriate the voluntary contributions from Tarrant County and TCCD to support the district's current -year operations until formal assessments and the FY2027 Service and Assessment Plan are adopted under a separate M&C and ordinance. The Panther Island PID is located in COUNCIL DISTRICTS 2 and 9. This M&C does not request approval of a contract with a business entity. FISCAL INFORMATION/CERTIFICATION The Director of Finance certifies that upon approval of the above recommendations and execution of the Participation Agreements, funds will be deposited into the FWPID #23 - Panther Island PID Fund. The FWLab Department is responsible for the collection and deposit of funds due to the City.
