Overview The Project limits include McCart Avenue between 1-20 and future County Road 920, and Altamesa Boulevard between Hulen Street and Hemphill Street. The primary purpose of the Project is to advance the McCart Avenue roadway project, included in Fort Worth's 2022 Bond Program, toward full engineering and construction readiness, while simultaneously establishing a broader vision that integrates safety, mobility, placemaking, economic development, and smart transportation technology. The full Project plan can be found online at httr)s://www.movingamillion.org/pages/mccart-avenue-corridor-plan. The Project applies a Safe Streets approach to transform McCart Avenue into a safer, more efficient, and technology -ready corridor. This is done through recommended multimodal improvements, smart mobility technologies, and access management strategies that support all users while maintaining business access. It also identifies three catalytic sites for mixed - use development that demonstrate how coordinated land use, urban design, and transportation investments can create walkable destinations, expand housing and retail opportunities, and stimulate private development aligned with community goals. Public and Stakeholder Engagement City staff and the consultant team conducted five stakeholder advisory committee meetings, four public open houses, targeted focus groups, school district outreach, and an online survey that received more than 580 responses. The commercial property owners received a targeted notice of the corridor recommendations, and the property owners of the catalytic sites were notified of the zoning reform recommendations via mail. Content and Recommendations 1 of 2 FORT WORTH.; The Project addresses existing conditions, traffic analysis, placemaking, and project implementation. The roadway recommendations include closing sidewalk gaps, installing new pedestrian crossings, and narrowing the median to minimize the need for ROW acquisitions. The prioritized implementation program is categorized by near -term (0-5 years), mid-term (5-10 years), and long-term horizons (10+ years), with clear cost estimates, responsible agencies, and implementation partners to reduce delivery risk. The Project also includes recommendations for rezoning the catalytic sites and improvements to the commercial retail centers, trails, and adjacent parks. Those recommendations have been passed on to the relevant departments and are subject to their discretion. Next Steps The McCart Avenue HOTT Corridor Project is scheduled to be on an October City Council agenda for adoption. If approved, TPW will continue with project development activities and Development Services will evaluate potential zoning changes. TPW used 2022 Bond funds to develop a federal standard schematic for the corridor from 1-20 to Sycamore School Road. The schematic is critical to pre -construction activities such as right-of-way acquisition, funding leverage, and engineering design phases.
