FORT WORTH HOUSING FINANCE CORPORATION
A RESOLUTION AUTHORIZING EXECUTION OF A CONTRACT WITH
GRAHAM-ROBINSON SERVICES, LLC, FOR MOWING SERVICES
WHEREAS, the City Council of the City of Fort Worth (the "City") created the Fort
Worth Housing Finance Corporation (the "Corporation") in 1979 pursuant to the Texas Housing
Finance Corporation Act to facilitate the development of decent, safe quality, affordable, and
accessible housing for low- and moderate -income City residents through lending and construction
activities;
WHEREAS, the Corporation owns real property that requires routine mowing and lawn
services ("Mowing Services");
WHEREAS, despite that the Corporation is not legally required to conduct a competitive
bidding process, on or about June 1, 2026, it issued a Request for Quotes ("RFQ") that was
distributed to 9 mowing services contractors;
WHEREAS, the Corporation desires to engage Billie Jean Graham dba Graham Robinson
Services, LLC ("Graham -Robinson"), to provide Mowing Services because it provided the
lowest quote of the three contractors and has provided reliable Mowing Services for the
Corporation over the last 10+ years.
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
THE FORT WORTH HOUSING FINANCE CORPORATION:
1. THAT the Board authorizes the execution and delivery of a contract by and between the
Corporation and Graham -Robinson for services in an amount not to exceed $60,000.00
subject to availability of funds, on common and customary terms for the Mowing Services
agreed to by the parties;
2. THAT Dana Burghdoff, General Manager of the Corporation, or Kacey Thomas, Assistant
General Manager of the Corporation, or their duly appointed successors, are each
authorized to execute and deliver the contract for and on behalf of the Corporation along
with any related documents or agreements necessary to implement the contract, and each
is authorized to extend, modify and amend the contract, the terms of the contract or the
terms of any related documents or agreements, provided any such extensions,
modifications and amendments are within the scope of the project, and in conformance
with the goals and purposes of the Corporation, as may be amended from time to time;
3. THAT Dana Burghdoff, General Manager of the Corporation, or Kacey Thomas, Assistant
General Manager of the Corporation, or their duly appointed successors, are each
authorized to renew the Mowing Services contract with Graham -Robinson for five, one

year renewal periods so long as the amount for such services does not increase more than
5% per renewal year.
4. THAT this resolution takes effect from the date of its adoption.
AND IT IS SO RESOLVED.
