AMENDMENT NO. 1 AND RENEWAL NO. I
TO CITY OF FORT WORTH CONTRACT 64327
This Amendment is entered into by and between the City of Fort Worth (hereafter
"City"), and the Fort Worth Chamber of Commerce ("Contractor"). City and Contractor may
be referred to individually as a Party and collectively as the Parties.
WHEREAS, on November 14, 2025, the Parties entered into City Secretary Contract
64327 to provide business development assistance, construction assistance, and outreach programs
to small businesses located in the City's five -county marketplace ("Agreement");
WHEREAS, the Parties wish to amend the Agreement to (1) add two (2) one-year
renewal options, (2) revise the scope of services to exclude creating a landing page on the Fort
Worth Chamber website and to add building a campaign to promote Convention Center expansion
and other City procurement opportunities, and (3) decrease the annual authorized spending
authority to an amount up to $177,600.00 as authorized by Mayor and Council Communication
No. 26-0825; and
WHEREAS, the Parties wish to renew the agreement for the First Renewal Term
beginning October 1, 2026, and expiring September 30, 2027.
NOW, THEREFORE, the Parties, acting herein by and through their duly authorized
representatives, enter into the following agreement:

AMENDMENTS
1. Section 2. Term of the Agreement is deleted in its entirety and shall read as follows:
Such Services are to be provided for a period beginning September 1, 2025 and ending September
30, 2026 (the "Initial Term"). City shall have the option, in its sole discretion, to renew this
Agreement under the same terms and conditions, for two (2) one-year renewal options (each a
"Renewal Term").
2. Section 3. Fee of the Agreement shall be amended as follows:
In consideration of the Services to be performed hereunder by Contractor, City agrees to pay
Contractor up to $177,600.00 in monthly installments of approximately $14,800.00 to be paid
upon submission and approval of monthly reports.
3. Attachment A of the Agreement is hereby amended to incorporate Attachment "A-
1", Fort Worth Chamber's Small Business Program KPI Dashboard, which sets forth
services applicable during the First Renewal Term.

RENEWAL
The Parties agree to renew the Agreement for a one-year term beginning October 1, 2026, and
expiring September 30, 2027 ("First Renewal Term") unless earlier terminated in accordance with
the terms of the Agreement.
3.
ALL OTHER TERMS SHALL REMAIN THE SAME
All other provisions of the Agreement which are not expressly amended herein shall
remain in full force and effect.
4.
ELECTRONIC SIGNATURE
This Amendment may be executed in multiple counterparts, each of which shall be
an original and all of which shall constitute one and the same instrument. A facsimile copy
or computer image, such as a PDF or tiff image, or a signature, shall be treated as and shall
have the same effect as an original.

REC NDATION
It is recommended that the City Council:
1. Authorize the execution of an amendment to the contract with the Fort Worth Chamber
of Commerce (City Secretary Contract No. 64327) to decrease the authorized spending
authority by $7,400.00 for a new total annual amount up to $177,600.00;
2. Add two one-year renewal options; and
3. Revise the scope of services to exclude creating a landing page on the Fort Worth
Chamber website and to add building a campaign to promote Convention Center
expansion and other City procurement opportunities.
DISCUSSION
The purpose of this Mayor and Council Communication (M&C) is to authorize an amendment
to the agreement with the Fort Worth Chamber of Commerce (FWCC) for the Small Business
Development Program.
During the Fiscal Year 2025-2026 budget process, the City Council approved $185,000.00 in
financial support for a 13 -month term for the FWCC to provide business development
assistance, including facilitating relationships between prime contractors, subcontractors
and vendors through outreach, communications, and advising for exit planning for small
business enterprises (SBE's) located in the City's five -county marketplace (Tarrant, Denton,
Parker, Wise, and Johnson counties) (M&C 25-0777). This M&C seeks authorization to
decrease the authorized spending authority by $7,400.00 for a new total annual amount up
to $177,600.00 and add two one-year renewal options for the same amount.
The amended scope of services is anticipated to exclude the creation of a landing
page on the Fort Worth Chamber website.

Although the Chamber will exclude this deliverable from the prior agreement, they will be
adding a new deliverable of building a campaign around the Fort Worth Convention Center
Expansion for procurement opportunities as well as monthly phone and e-mail campaigns
about procurement opportunities, Bonfire, and SBE certification.
The Chamber will be responsible for producing an annual report on each deliverable under
the terms of the agreement.
This contract requires a Form 1295.
FISCAL INFORMATION/CERTIFICATION
The Director of Finance certifies that upon adoption of the Fiscal Year 2027 Budget by the City
Council, funds will be available in the Fiscal Year 2027 operating budget, as appropriated in
the General Fund to support the approval of the above recommendations and execution of
the contract amendment. Prior to any expenditure being incurred, the Economic
Development Department has the responsibility to validate the availability of funds.
