NORTHLAKE PROJECT
DATE: 09/15/26 M&C FILE NUMBER: M&C 26-0833
DEPARTMENT: WATER
SUBJECT
(CD 10) Adopt Appropriation Ordinance in the Amount of $1,005,307.52 for Project Costs Related
to the Northside II 24-inch Water Main Extension Northlake Project, and to Effect a Portion of
Water's Contribution to the Fiscal Years 2026-2030 Capital Improvement Program
RECOMMENDATION
It is recommended that the City Council adopt the attached appropriation ordinance
increasing estimated receipts and appropriations in the Water and Sewer Capital Projects Fund
in the amount of $1,005,307.52, transferred from available PayGo funds within the Water and
Sewer Fund, for the purpose of funding the Northside II 24-inch WTM Extension Northlake project
(City Project No.103968) and to effect a portion of Water's contribution to the Fiscal Years 2026-
2030 Capital Improvement Program.
DISCUSSION
The purpose of this Mayor and Council Communication (M&C) is to provide an appropriation
for the necessary reimbursement cost for construction of Phase 1A and Phase 2 of Northside II
24-inch Water Main Extension Northlake project.
On January 10, 2023 (M&C 23-0047), the City Council authorized Amendment No. 1 to the
wholesale water contract with the Town of Northlake (City Secretary Contract No. 41103) for
increased capacity and an additional meter station with Fort Worth's cost participation for
design, survey, and easement acquisition cost. The amendment provided for improvements to
the Northside II water system with the installation of a new 24-inch water main. As outlined in
the amendment, the Town of Northlake will provide design/receive bids for construction of the
Northside II 24-inch Water Main. Fort Worth is responsible for 45.14% of the construction cost of
segments A through F and for construction inspection services. Northlake is responsible for
100% of the cost of segment G and for the meter station.
On February 11, 2025 (M&C 25-0112), the City Council authorized additional appropriations
necessary for the costs of staff management, inspection and material testing services
necessary for construction of Phase 1A (Segment A). The Town of Northlake received bids for

the Northside II 24-inch Water Main Phase 1A extension project on February 25, 2025. There were
6 bids submitted. Conatser Construction TX L.P. was the low bidder and was awarded the
contract in the amount of $2,377,088.00. The final actual construction costs were $2,227,088.00
of which Fort Worth is responsible for 45.14% of the construction cost totaling $1,005,307.52.
It is the practice of the Water Department to appropriate its Capital Improvement Program
(CIP) plan throughout the Fiscal Year (FY), instead of within the annual budget ordinance, as
projects commence, additional funding needs are identified, and to comply with bond
covenants.
Funding is budgeted in the Transfer to Water/Sewer account within the Water and Sewer Fund
for the Water Department for the purpose of funding the NSII 24-inch WTM Exten. Northlake
project.
