Authorize correction of expenses in the amount of $54,191.04 from the North Z Boaz Park project (City Project No. 101768) in the PARD Dedication Fees Fund to the 2018 Bond Program Fund; 2. Adopt the attached appropriation ordinance adjusting estimated receipts and appropriations in the PARD Dedication Fees Fund in the amount of $100,000.00 by increasing estimated receipts and appropriations in the Trail Gap Connections programmable project (City Project No. PB0010) to fund the Bomber Spur Trail Phase 1 project (City Project No. 104345) and decreasing estimated receipts and appropriations in the North Z Boaz Park project (City Project No. 101768) by the same amount; and 3. Amend Fiscal Year 2026-2030 Capital Improvement Program. DISCUSSION The purpose of this Mayor and Council Communication (M&C) is to adjust and appropriate PARD Dedication Fee funds for additional engineering and construction costs for the Bomber Spur Trail Phase 1 project (City Project No. (CPN) 104345). The North Z Boaz Park project (CPN 101768) and Bomber Spur Trail Phase 1 project (CPN 104345) are both located in North Z Boaz Park and in the same Park Development Unit. Therefore, the PARD Dedication fees can be used for either project. The North Z Boaz Park project is approaching completion with residual funding remaining. North Z Boaz Park Project (CPN 101768) was included in the 2018 Bond Program for park improvements. Per City fiscal policy, bond funds are to be expended first. This action will result in $100,000.00 of residual funding in the North Z Boaz Park project to be reallocated to cover funding gaps in the Bomber Spur Trail Phase 1 project. 1of2 FORT WORTH® The Bomber Spur Trail Phase 1 project is currently in construction. Reallocating funds between the two projects will increase the change order budget necessary for addressing unforeseen site conditions discovered during construction of the trail. This funding for the project was not included in the Fiscal Year (FY) 2026-2030 Capital Improvement Program. The action in this MSC will amend the FY2026-2030 Capital Improvement Program as approved in connection with Ordinance 27979-09-2025. Funding is available in the North Z Boaz Park project within the PARD Dedication Fees Fund for the Park & Recreation Department for the purpose of funding the Bomber Spur Trail Phase 1 project. Bomber Spur Trail is located in COUNCIL DISTRICT 3. This M&C does not request approval of a contract with a business entity. FISCAL IN FOR MATION/CERTIFICATION The Director of Finance certifies that funds are currently available in the North Z Boaz Park project within the PARD Dedication Fees Fund and upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the PARD Dedication Fees Fund for the Bomber Spur Trail Ph 1 project. Prior to an expenditure being incurred, the Park & Recreation Department has the responsibility of verifying the availability of funds.
