DISCUSSION The purpose of this Mayor & Council Communication (M&C) is to adopt an appropriation ordinance in the amount of $250,000.00 and authorize the transfer of residual project funding in the amount of $112,681.37 for the purpose of funding the staircase replacement at Forest Park Pool (City Project No. 103326). In May 2024, the newly constructed Forest Park Pool was opened to the public. The new Forest Park Pool includes a 50-meter lap pool, a leisure pool with interactive play unit, a bathhouse, a mechanical enclosure and a large slide with runout exit (not a part of either pool). The large, stand-alone slide has a spiral staircase for accessing the entry platform. The spiral staircase did not take into account 2-way use traffic (those descending from the elevated platform and not using the slide), thus did not include an interior handrail on main column. Over the course of the first two operating seasons (May 2024 - Sept 2024 and May 2025 - Sept 2025) there have been safety or injury reports associated with the use of this staircase. Park & Recreation Department (PARD) and Property Management (PMD) investigated solutions to the staircase issue at the conclusion of the 2025 swim season. In an effort to address the safety concerns of the staircase for the 2026 swim season, an additional pool attendant was placed at the bottom of the staircase to ensure only one person was on staircase at a time (ascending and/or descending). PARD anticipates that the necessary staircase replacement will occur after the 2026 swim season and new staircase in place by May 2027. Funding is budgeted in the General Capital Projects Fund within the PARD Maintenance & Replacement programmable project, PARD Dedication Fees Fund within FW Zoo Drainage Improvements project, PARD Gas Lease Capital Project Fund within the Forest Park Road Parking project, and Specialty Funded Projects Funds within the Parks Improvement programmable project for the Park & Recreation Department for the purpose of funding the Forest Park ENFAC project, as appropriated. Funding for this project was not included in the Fiscal Year 2026-2030 Capital Improvement Program (CIP) as this project is a reaction to an unforeseen safety concern. The action in this M&C will amend the Fiscal Years 2026-2030 Capital Improvement Program as approved in connection with Ordinance 27979-09-2025. 2 of 3 FORT WORTH„ This project is included in the 2022 Bond Program. The City's Extendable Commercial Paper (ECP) (MSC 22-0607; Ordinance 25675-08-2022) provides liquidity to support the appropriation. Available resources will be used to actually make any interim progress payments until debt is issued. Once debt associated with a project is sold, debt proceeds will reimburse the interim financing source in accordance with the statement expressing official Intent to Reimburse that was adopted as part of the ordinance canvassing the bond election (Ordinance 25515-05-2022). Forest Park Pool is located in COUNCIL DISTRICT 9. This MSC does not request approval of a contract with a business entity. FISCAL INFORMATION/CERTIFICATION The Director of Finance certifies that funds are currently available in the PARD Maintenance & Replacements programable project within the General Capital Projects Fund, FW Zoo Drainage Improvements project within the PARD Dedication Fees Fund, Forest Park Road & Parking project within the PARD Gas Lease Capital Projects Fund, Park Improvements programmable project within the Specially Funded Projects Fund, and upon approval of the above recommendations and adoption of the attached appropriation ordinances, funds will be available in the General Capital Projects, PARD Dedication Fees, PARD Gas Lease Capital Projects and Specially Funded Projects Funds for the Forest Park ENFAC project. Prior to an expenditure being incurred, the Park & Recreation Department has the responsibility of verifying the availability of funds.
