JUSTIFICATION (REASONS) FOR CHANGE ORDER
This change order awards the bid alternate to remove the hydrated -lime -treated subgrade from the proposed pavement section and use flexible base in its place. It also
provides additional traffic -control measures and construction phasing revisions to maintain safer and more reliable access through the Forest Hill Drive and Royal Crest
Drive intersection during construction.
The original traffic -control approach included a roadway and intersection closure with all traffic detoured around the construction area. Following coordination with the City,
the contractor, and the project team, this concept was reconsidered, and a more favorable approach was developed to maintain traffic through the project area while better
accommodating Uplift Ascend Preparatory School and Roger E. Souder Elementary School operations, local traffic, and peak -hour travel demands.
The revised approach will maintain two-way traffic during school drop-off and pick-up periods and daily peak traffic hours. One-way traffic control will be limited to off-peak
periods, with southbound traffic maintained through the construction area and northbound traffic detoured. All one-way traffic -control operations will be removed outside of
working hours. The revisions also include temporary pavement along the west side of the roadway and low -profile barriers within the construction area.
These improvements are beyond the traffic -control requirements included in the original bid documents and require additional temporary pavement, barriers, traffic -control
devices, labor, and associated construction coordination. The revised plan will reduce roadway closure impacts, improve access for the schools and surrounding
community, support safer traffic operations, and allow the contractor to complete the intersection improvements with less disruption to the traveling public.
We have compared these prices to recent bids and the TXDOT website and we believe they're reasonable. CSC 65439: N Tarrant Parkway and N Beach Street
Intersection Improvements (CPN103309); Flexible Base: CSC 62707 2024 Paving Improvements Unit Price Construction Contract (The Fain Group, Inc.); Barriers:
TxDOT's weighted average unit prices for bids let within the last three months were used to compare the proposed barrier prices against TxDOT bid item 512-7081: PTB
It is understood and agreed that the acceptance of this Change Order by the contractor constitutes an accord and satisfaction and represents payment in
full (both time and money) for all costs arising out of, or incidental to, the above Change Order. The Project/Program Manager signing below
acknowledges that he/she is the person responsible for the monitoring and administration of this contract, including ensuring all performance and
reporting requirements.
