Six borings were advanced around the site's USTs and OWS. VRX performed the soil's field screening using a Photo Ionization Detector (PID) and submitted one sample from each boring to the lab. Lab analysis consisted of BTEX/MTBE, Total Petroleum Hydrocarbons (TPH), and RCRA Metals. Project was completed on time and under budget. Jim Dingel, PG, CAPM, CHMM — Hazardous Materials Manager Eric Huff, CWB, CPESC, ISA-Certified Arborist — Environmental Manager Martin McManus — Environmental Scientist so v Ghost UST Removal I Irving, TX Texas Sterling Construction Company Kenny Blanco; 817-876-2008; kblancho@strlco.com 03 /2 022 - 09/2022 In March 2022, Texas Sterling (TS) Construction Company (a contractor for the Tarrant Regional Water District [TRWD]) encountered an unregistered UST during bridge construction in the TRWD floodplain. The contractor removed and disposed of the tank and over -excavated the "tankhold" and stockpiled affected soil on poly sheeting, without TCEQ notification or guidance. The contractor asked LCA (as a subconsultant) to profile and dispose of the affected soil. LCA learned the history of the waste and submitted an Incident Report Form on behalf of TS. Historical files on the fueling system were incomplete, and TCEQ requested a complete APAR and TRRP closure. Lynn Clark, CAPM, negotiated with the PST project manager and reconstructed a historic timeline from old registration files. LCA conducted a targeted Phase H investigation and convinced the TCEQ that PST closure was acceptable. LCA produced a Release Determination Report (RDR) and in September 2022 received a No Further Action letter from the state. LCA saved the client approximately $100K. Lynn Clark, PG, CAPM, ENV SP — Project Manager Sean Gallagher, PG — Project Environmental Geoscientist Former Service Station I Dallas, TX City of Dallas 2011 -2020 Elizabeth Perez, ENV Coordinator, (City budget & ENV Quality & Sustainability Office; changed priorities 214-671-8977; delayed project for elizabeth.perez@dallascityhall.com months at a time) LCA conducted a multi -year investigation and corrective action at this City of Dallas property. In a joint project with DART, the City of Dallas planned to clean up this property and DART was to build the Bishop Arts Trolley Station. As prime, LCA removed six USTs and identified 3 ft of free product, gasoline, on the water table. Product recovery continued for a year, during which LCA demolished the former service station, removed several thousand gallons of waste oil, and put the site into the VCP. LCA ultimately secured risk -based site closure (plume stability) under both the TCEQ's PST rules and TRRP. Lynn Clark, PG, CAPM, ENV SP — Project Manager 11v SOIL REMEDIATION PROJECTS Silver Line I Tarrant, Dallas, and Collin Counties, TX DART Jeffrey Haynes, PG, Environmental 08/2023 Manager; 214-749-2990; 4 ii is -11/2023 jhaynes@dart.org This project was located on the DART ROW for the new DART Silver Line commuter rail which connects Dallas/Fort Worth (DFW) International Airport to seven cities and three counties. During auger drilling operations for a noise - wall support shaft, the drilling contractor noticed a bump (approximately 8 ft below grade) on the augers and pulled the augers from the hole. The borehole (36 -in diameter) began to fill with a yellow fluid and a strong hydrocarbon odor. VRX served as the environmental oversight and consultant for the project constructor, Archer -Western Herzog, and was immediately notified of the incident. The line had not been identified on project maps or Texas 811 utility locates. Within hours of the incident, VRX had dispatched a vacuum truck to start recovery of the unknown material. The fluids were drummed and staged on site pending finger printing and laboratory analysis. VRX oversaw recovery operations performed over the next several days until fluid levels in the borehole began to drop. Lab finger printing analysis revealed the liquid was unleaded gasoline. The line was determined to be inactive and abandoned and had not been properly purged. Excavation of the area was initiated, and repair of the inactive, damaged line was completed. Approximately 100 cy of soil and 120 gallons of fluids were recovered. The soil was sent to a Class I landfill, and the fluids were sent for recycling. Confirmation samples were collected and analyzed, with final reporting to the TCEQ, and the case was then closed. Jim Dingel, PG, CAPM, CHMM — Hazardous Materials Manager Eric Huff, CWB, CPESC, ISA-Certified Arborist — Environmental Manager Cy Reichert, REM — Environmental Scientist/Project Manager Moss Fennell, ISA-Certified Arborist — Environmental Scientist Nathan Gullickson — Environmental Scientist Carter Edsel — Environmental Scientist 12v East Plum Creek Sediment Removal Action I Wichita Falls, TX Confidential Oil Client ' ' 2020 — 2024 Tom Wynn; 918-977-4094 The client's property encompassed a 75 -acre parcel of land which operated as an oil refinery from the 1920s until the late 1960s when the refinery was demolished, and property use was transitioned into a bulk storage facility. The facility is enrolled in the TCEQ Industrial and Hazardous Waste Corrective Action (IHWCA) program. In September 2020, As the prime consultant, GHD Environmental and Consulting, Inc. notified the TCEQ via email that during routine quarterly Light Non -Aqueous Phase Liquid (LNAPL) gauging and recovery efforts, a small seep was observed on East Plum Creek. GHD's interim response measures included sorbent pad and boom placement to ensure downstream portions of the creek were not impacted during or immediately following rain events. The client proposed to the TCEQ additional assessment of LNAPL conditions via a Laser Induced Fluorescence (LIF) survey to determine the proper course of remedial action to address LNAPL contributing to the seep to East Plum Creek. In April 2021, GHD coordinated and oversaw the completion of a LIF survey. GHD used the results of the LIF survey to conceptualize the subsurface LNAPL plume believed to be contributing to the seep into East Plum. The conceptual model identified areas that likely contained residual mobile LNAPL in proximity to East Plum Creek. Upon TCEQ approval of the RAP Addendum dated June 14, 2022, GHD on behalf of the client conducted the following activities, to remediate and/or control the LNAPL seep in the via source removal: • Excavation of 4,000 cy impacted soils containing residual mobile LNAPL, and likely contributing to the seep to East Plum Creek. • Installation of an on -site land treatment unit on the vacant land within the site boundary north of East Plum Creek to eliminate or mitigate LNAPL and COC impacts to soil. The land farm -treated soils upon confirmation sampling were used to backfill the excavation area and, in this manner, avoided the dig and haul cost for 4,000 cy of impacted soils. • Installation of an impermeable clay barrier within the excavation along East Plum Creek to eliminate the groundwater to sediment pathway preventing remanent mobile LNAPL and Chemical of Concern (COC) impacts to sediment from the perched groundwater at the site. The geotechnical drilling contractor reported contaminated soils from the borings being performed for the improvement project to the Convention Center and the Commerce Street realignment. The area has historic contamination issues dating back to the 1890s from the former Fort Worth Gas Light Company and Gas Works. The services scope included the advancement of seven borings in the loading dock area and along Commerce Street. The soils were field screened using a Photo Ionization Detector for detection of VOCs. A soil sample from each boring was analyzed for VOCs, TPH, and RCRA Metals. Groundwater was not encountered in any of these borings. VRX completed the field operations and reporting on time and within budget. LCA addressed the soil contamination by excavation, but the groundwater plume was much more involved. LCA prepared an APAR to address the solvent plume and performed the following related work: ■ Installed 12 wells • Performed pumping tests for groundwater classification • Conducted groundwater monitoring • Mapped groundwater gradient and contaminant plume isopleths • Prepared hydrogeological model • Established PCLE zones LCA's Lynn Clark, PG, CAPM, ENV SP, researched EPA files and identified an upgradient property as a Superfund waste management site. He also discovered the historic presence of a bulk solvent AST that he determined was the probable source of the solvent plume on the this property. TCEQ concurred with LCA that the solvent plume was a pass -through circumstance; the plume had also migrated beyond the subject property's boundary to more adjacent downgradient properties. LCA prepared a MSD application that was approved by the City of Fort Worth. Lynn met with the city councils of five additional municipalities to secure Resolutions of Support for the MSD. TCEQ certified the MSD and closed the site in 2019. Lynn Clark, PG, CAPM, ENV SP — Project Manager 1, v VRX'S PROJECT APPROACH & METHODOLOGY PROJECT UNDERSTANDING The City of Fort Worth is seeking a qualified environmental consulting partner to provide responsive, on -call services supporting capital improvement, infrastructure, and property - related projects.
