Amend the Fiscal Years 2026-2030 Capital Improvement Program. DISCUSSION The purpose of this Mayor and Council Communication (MSC) is to authorize execution of an agreement with the Texas Department of Transportation (TXDOT) - Dallas District and receive and appropriate funds and increase receipts for operations and maintenance of the Texas 1 of 3 FORT WORTH. Department of Transportation (TxDOT) signals located within the City and in surrounding unincorporated areas. The agreement establishes an annual reimbursement amount, which may be adjusted in the future, which for Fiscal Year 2027 is the amount of $27,246.00, and also allows for the City to seek reimbursement for non -routine repairs made to damaged state-owned traffic signals that result from crashes or weather. History: In 1987, the Texas Transportation Commission revised the State's policy that permitted the TxDOT district offices to establish a method to reimburse cities with a population of over 50,000 for the installation, operation and maintenance of state-owned traffic signals. Since 1993, the City and TxDOT have had a series of contracts for the reimbursements from the Fort Worth District, the most recent being authorized in February, 2025 (M&C 25-0119, City Secretary Contract No. 64939), which provides for shared costs for 115 signalized intersections throughout the city. The Transportation and Public Works Department is responsible for the billing and collection of these funds from both the Fort Worth and Dallas Districts. Funding for this project was not included in the FY2026-2030 Capital Improvement Program because reimbursement funding is appropriated at the time of the final contract execution. The action in this M&C will amend the FY2026-2030 Capital Improvement Program as approved in connection with Ordinance 27979-09-2025. The project is located in Council District 10 and in the Extraterritorial Jurisdiction (ETJ) in Denton County. This M&C does not request approval of a contract with a business entity; therefore, a Form 1295 is not required. FISCAL INFORMATION/CERTIFICATION The Director of Finance certifies that upon approval of the above recommendations, execution of the contract and adoption of the attached appropriation ordinance, funds will be deposited into the Intergovernmental Contribution Fund as appropriated. The Transportation and Public Works Department (and Financial Management Services) is responsible for the collection and deposit of funds due to the City. Prior to any expenditure being incurred, the Transportation and Public Works Department also has the responsibility to validate the availability of funds.
