TASK ORDER 4
Fort Worth Erosion Risk
Erosion Setback Mapping
Mapping: Algorithms and
OBJECTIVE
Woolpert will refine and expand the previously developed erosion risk mapping methodology
developed in Python code. After refinement, the code will be applied for Indian Creek in
this task order. Additional task orders up to the total renewal budget of $553,230.00 will be
issued for the remainder of the City creeks once the Indian Creek task order is complete.
WORK TO BE PERFORMED
TASK 4.1 Historical Thalweg Reconstruction from Lidar
Woolpert will evaluate historical channel migration and geometry changes using Lidar
from 2015, 2019, and 2024.
• Thalweg Extraction: Recreate the stream flowline/thalweg for Indian Creek utilizing
the 2015, 2019, and 2024 LiDAR data from the lowest elevation points at the 10 -foot
standard cross -sections calculated from previous task orders. The analysis is strictly
limited to the main stem of Indian Creek.
Knick-Point Analysis: Develop automated Python routines to detect the location of
primary channel knick-points.
Thalweg Bottom Width to Downcut Relationships:
o The City of Fort Worth will provide Q2 flow line depth estimates for channel
reaches.
o Elevation Ft Slope Routines: Develop automated routines to extract the 5%
(EL5), 15% (EL15), 85% (EL85) and 95%(EL95) elevation lines relative to the
thalweg.
o The historical down -cut to bottom width changes will be calculated from the
15%-85% and 5%-95% elevations.
o The bank -full down -cut to width changes upstream and downstream of the
knick-points will be calculated the Q2 lines. Extracted cross sections will be
spaced at the 10 -foot standard interval already programmed in the Python code
from the previous task orders.
o Recreate the manual down -cut to bottom -width relationships from 2015 to
2024 aerial LiDAR data provided by the City.
o If additional Python code development is needed to capture the bottom width
to downcut relationships, the effort will require City Project Manager (PM)
approval. The additional effort that may be required is provided as optional
not to exceed line items in the budget.
o Compiled geometry findings will be incorporated into the single, structured
comma -separated value (CSV) file output by the Python code.

City Project No. 105094
TASK 4.2 Bank Profile &t Geotechnical Validation
Woolpert will develop computational routines to extract cross-sectional parameters and
evaluate geotechnical stability metrics.
• Slope Failure Routines: Develop routines to replicate manual bank slope failure
modeling for both left and right banks based on observed historical channel
geomorphology at each cross-section, and extract associated physical parameters
utilizing a planar/wedge failure FoS (Factor of Safety) model.
• Geotechnical Validation: At bank slope failures identified, the physical parameters
derived from the wedge failure model (cohesion, friction angle, and bulk density) will
be compared against available laboratory measured values provided by the City of
Fort Worth to validate model accuracy. These will be reported as separate output
tables. Woolpert will not perform any new geotechnical field testing, core sampling,
nor laboratory testing. The evaluation relies strictly on existing data provided by the
City of Fort Worth.
TASK 4.3 Predictive Setback Mapping
Woolpert will implement predictive logic to establish horizontal erosion maintenance setbacks
based on channel position relative to the knick-point.
The setback slopes will be calculated as follows in the Python code:
Upstream of knick-point downcut and widening:
Step 1: Upstream of the knick-point, down -cut to the equilibrium thalweg from the 2024
thalweg. The equilibrium slope for the down -cut will be determined from the average of Mayer -
Peter -Miller, Schoklitsch and Lane methods as given in the Pemberton and Lara, Bureau of
Reclamation 1984 manual (7-2090 manual). The bed material particle distribution for Indian
Creek will be provided by the City.
Step 2: The lateral widening of the channel bottom due to the equilibrium down -cut depth
will be determined from the historical lidar relationships developed in Task 4.1.
Step 3: The lateral setback slope from edge of bottom width will be calculated from the
initial slope determined from either of the el 5% to e85% or e5% to e95% slopes and the cohesion,
friction angle and bulk density physical parameters using the wedge failure model. The setback
lines from these slopes will be determined at the standard 10 -foot cross-sectional intervals.
Downstream of Knick-Point deposition and widening:
The setback lines downstream of the knick-point will be determined from the increase in
depth from the equilibrium slope due to deposition (the equilibrium slope of the channel thalweg
is calculated about the knick-point pivot). The steps are:
Step 1: Calculate the increase in depth due to positive equilibrium slope downstream of
knick-point from deposition
Step 2: Laterally widen the 2024 widths using the Q2 lines change in width with depth
determined from the historical lidar analysis.

TASK 4.4 GIS Hazard Mapping
• Translate calculated upstream and downstream widening values to GIS geospatial
polygon features. Mapping is limited to a single, combined erosion setback hazard
polygon layer populated by the setback attributes: initial bank slope, final bank
slope, initial thatweg elevation from 2024 lidar, final thalweg elevation from
equilibrium slope.

"products -completed operations hazard".
However:
(1) The insurance afforded to such additional insured only applies to the extent permitted by law; and
(2) If coverage provided to the additional insured is required by a contract or agreement, the insurance afforded
to such additional insured will not be broader than that which you are required by the contract or agreement to
provide for such additional insured.
With respect to the insurance afforded to these additional insureds, this insurance does not apply to:
"Bodily injury", "property damage" or "personal and advertising injury" arising out of the rendering of, or the failure

SUBJECT: (ALL) Authorize Execution of a Professional Services Agreement with Woolpert Inc., in the
Amount of $553,230.00 for Erosion Risk Mapping with an Option to Renew for an
Additional Year
RECOMMENDATION:
It is recommended that the City Council authorize execution of a Professional Services Agreement
with Woolpert Inc., in the amount of $553,230.00 for Erosion Risk Mapping with an option to renew for
an additional year.
DISCUSSION:
On November 12th, 2019, City Council approved Mayor and Council Communication (M&C) 19-0300
to develop a scientifically valid methodology to identify areas of the City along creeks that are
experiencing or likely to experience erosion from stormwater runoff. Following completion of that
effort, staff intends to apply the methodology to map erosion risk by setbacks for creeks citywide.
Erosion setbacks will be determined by the expected erosion of creek banks over the next 30 to 50
years. The developed setback methodology will use high resolution elevation points collected by
Laser Detection and Ranging (LiDAR) systems by creek cross -sections to determine creek bank
features and appropriate setbacks based on creek bank erosion rates. The results from this project
will guide the technical criteria for a Stormwater Management Program Erosion Policy that was
identified as Level 1 priority by the Stormwater Management Program Master Plan which
was adopted by City Council in 2018. The setback information will be used to help warn and
communicate erosion risk to private property owners and developers as well as inform potential
improvement and maintenance needs. This policy and future stakeholder engagement may be used
to update city development ordinances and regulations and develop potential erosion setback criteria
to protect property owners and development from current and future projected erosion risk along
creeks.
A Request for Qualifications (RFQ) for a variety of drainage engineering services was published in
the Fort Worth Star -Telegram on July 29, 2021 and on August 5, 2021. Among the 17 firms that
responded to the High Precision Survey and Geomorphic Services areas, Woolpert Inc. was selected
for their engineering experience and qualifications based upon the advertised scoring criteria. This
Indefinite Delivery Indefinite Quantity (ID/IQ) not -to -exceed contract will be performed by task orders
for an initial one (1) year term, with an option to renew for an additional year. Staff considers the fee
to be fair and reasonable for the contemplated scope of services.
Funding is budgeted in the TPW Dept Highway & Streets Department's Stormwater Capital Projects
Fund for the purpose of funding the Erosion Risk Mapping project, as appropriated.
M/WBE Office-Woolpert Inc. is in compliance with the City's Business Equity Ordinance by
committing to 5\% MWBE participation on this project. The City's MWBE goal on this project is 5\%.
FISCAL INFORMATION/CERTIFICATION:
The Director of Finance certifies that funds are available in the current capital budgets, as previously
appropriated, in the Stormwater Capital Projects Fund for the Erosion Risk Mapping project to
support the approval of the recommendation and execution of the agreement. Prior to any

DOCUMENT TITLE: Erosion Risk Mapping
M&C: 23-0943 (for contract) CPN: 105094 CSO: 60531 DOC
Remarks: During the initial contract period authorized by M&C 23-0943, Woolpert Inc. was tasked
with developing computer algorithms for GIS erosion setback polygons for Indian Creek,
Sycamore Creek, and Mary's Creek covering about 25% of the City creeks. The methodology used
historical stream bank erosion rates as detected by aerial lidar from 2015, 2019, and 2024. After
City staff performed the necessary field validation, the methodology implemented in Python
routines required refinement. This contract renewal (authorized by M&C 23-0943) with
amendment for the 2nd and final term of the contract will complete the project with refinement
to the routines and setback mapping for rest of City creeks.
Contract Renewal date will be effective upon signature of the Assistant City Manager
