DISCUSSION
The purpose of this Mayor and Council Communication (M&C) is to request authorization to

The American Warrior Association (AWA) seeks to provide counseling services to Fort Worth
sworn personnel, authorized civilian personnel, and their family through its network of
contracted counselors. Services are provided confidentially at the provider's location with
flexible scheduling due to the nature of first responder's work. AWA has contracted clinicians
that will provide clinical resources and individualized care based on client assessment
utilizing evidence -based practices such as Eye Movement Desensitization and Reprocessing
(EMDR), Cognitive Behavioral Therapy (CBT), or other evidence -based solutions to address
trauma. Clinical resources include counseling and psychologist office visits that can be
accessed without going through employee assistance program(s), officer wellness programs
at a police department, a peer network or insurance referrals.
EXEMPT PROCUREMENT: The City Attorney's Office has determined that this sole -source is
exempt from competitive bidding under the provisions of Chapter 252 of the Texas Local
Government Code due to the unique services provided by and only available from this
vendor.
