DISCUSSION
This Mayor and Council Communication (M&C) will reallocate Stormwater funding based on
year-end projected savings in the FY2026 Adopted operating budget to the Stormwater Capital
Improvement Program for Stormwater Heavy Equipment (City Project No. P00016) and the
Minor Neighborhood Drainage Improvements programmable project (City Project No. P00044).
The Stormwater Program is projecting savings this fiscal year in consultant services for
development review, temporary staffing services for public outreach and field engineering,
training/workshops for field operations, paving materials and reduced need for equipment
lease due to arrival of new equipment. The accumulated savings across these programs and
services will be applied to Stormwater Heavy Equipment to fund budget shortfalls in remaining
FY26 Equipment Replacement Requests due to receipt of higher than anticipated quotes and
upgrade fuel station tanks at Southside Service Center to dispense Diesel Exhaust Fluid (DEF)
for diesel engine powered equipment more cost effectively. The accumulated savings will also
be used to fund additional concrete and channel rehabilitation needs in the Minor Drainage
Improvements programs to purchase materials such as concrete, rock/flex base, drainage
pipes, grass seed, rock, erosion control blankets and hydro mulch.
The table below summarizes the program's current operational budget and the source of
reappropriated funding.
