MAYOR AND COUNCIL COMMUNICATION 7.1.25 GRESHAM SMITH PROFESSIONAL SERVICES AGREEMENT FOR CENTRAL LABORATORY EXPANSION AT ROLLING HILLS WATER TREATMENT PLANT DATE: 09/15/26 M&C FILE NUMBER: M&C 26-0870 DEPARTMENT: WATER SUBJECT (CD 8) Authorize Execution of a Professional Services Agreement with Gresham Smith in the Amount Up to $425,000.00 for Requirements Assessment and Preliminary Design for the Central Laboratory Expansion at Rolling Hills Water Treatment Plant Project Phase 1 and Adopt Appropriation Ordinance to Effect a Portion of Water's Contribution to the Fiscal Years 2026- 2030 Capital Improvement Program RECOMMENDATION It is recommended that the City Council: 1. Authorize execution of a professional services agreement with Gresham Smith, a Tennessee Corporation, in the amount up to $425,000.00 for the Central Laboratory Expansion at Rolling Hills Water Treatment Plant project Phase 1; and 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Water & Sewer Capital Projects Fund in the amount of $455,000.00, transferred from available PayGo funds within the Water and Sewer Fund, for the purpose of funding the Central Laboratory Expansion at Rolling Hills Water Treatment Plant project (City Project No. 106543) and to effect a portion of Water's contribution to the Fiscal Years 2026-2030 Capital Improvement Program. DISCUSSION The purpose of this Mayor and Council Communication (M&C) is to authorize execution of a professional services agreement with Gresham Smith in an amount up to $425,000.00 for the Central Laboratory Expansion at Rolling Hills Water Treatment Plant (RHWTP) project Phase 1. The Fort Worth Water Department's Central Laboratory provides critical analytical support for drinking water, wastewater, reclaimed water, and incident response sampling. The existing facility is undersized, strained by increased sample volumes, and challenged by evolving analytical and regulatory standards, including per- and polyfluoroalkyl substances (PFAS) and The NELAC Institute (TNI) and National Environmental Laboratory Accreditation Conference (NELAC) accreditation requirements. A Requirements Assessment is necessary to establish a 1 of 3 FORT WORTH. technically sound and operationally efficient baseline to guide the future expansion of the Central Laboratory. As part of the Requirements Assessment, Gresham Smith will provide project oversight, engage stakeholders, document existing conditions, develop plan overlays, evaluate workspace and operational/infrastructure needs, develop a conceptual layout package. The consultant will also conduct essential field investigations and surveys to ensure accurate site information. All findings will be consolidated into a formal assessment report, to include cost estimates and preliminary design layouts. Gresham Smith proposes to provide the necessary services for a fee up to $425,000.00. Staff considers the proposed fee to be fair and reasonable. In addition to the contract amount, $30,000.00 is required for project management and material testing. It is the practice of the Water Department to appropriate its Capital Improvement Program (CIP) plan throughout the Fiscal Year, instead of within the annual budget ordinance, as projects commence, additional funding needs are identified, and to comply with bond covenants. Funding is currently available in the Transfer to water/Sewer account of the Water and Sewer Fund for the purpose of funding the Central Laboratory Expansion RHWTP project. Appropriations for the Central Laboratory Expansion project located at the RHWTP are as depicted below: Fund W&S Capital Projects - Fund 56002 Project Total Existing Appropriations $0.00 $ 0.00 *Numbers rounded for presentation purposes. This agreement will serve COUNCIL DISTRICT 8. This contract requires a Form 1295. FISCAL INFORMATION/CERTIFICATION Additional Appropriations $455,000.00 $455,000.00 Project Total* $455,000.00 $455,000.00 The Director of Finance certifies that funds are currently available in the Water & Sewer Fund and upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the current capital budget, as appropriated, in the W&S Capital Projects Fund for the Central Lab Expansion RHWTP project to support the execution of the agreement. Prior to any expense being incurred, the Water Department has the responsibility of verifying the availability of funds. 2 of 3 FORT WORTH. SUBMITTED FOR CITY MANAGER'S OFFICE BY: Jesica L.
