WORTH, TX Emergency Repair 33 -Inch SS Main (M-292) INTEROFFICE MEMO Date: August 17, 2026 To: Jesica McEachern, Assistant City Manager From: Chris Harder, P.E., Water Director Via: Doug Black, Senior Assistant City Attorney Brandy Hazel, Assistant Finance Director Subject: SUPPLEMENT TO JUNE 11, 2024 MEMORANDUM CITY SECRETARY CONTRACT NOS. 61591 AND 61592 FOR EMERGENCY REPAIR- 33 -INCH SANITARY SEWER (M-292) MAIN BREAK ADJACENT TO 5301 E. BELKNAP STREET, HALTOM CITY, AFFECTING LITTLE FOSSIL CREEK On Friday, May 3, 2024, Water Field Operations crews discovered a segment of a 33 -inch sanitary sewer main near 5301 E Belknap Street, Haltom City to be exposed as result of Little Fossil Creek bank erosion from recent rains. No sewer discharge into the Little Fossil Creek was encountered at this time, but the sewer line was in danger of collapsing into the creek. Bypass pumping was immediately mobilized to implement pumping around the exposed section in the event additional rainfall caused the pipe to collapse. Overnight storms delayed the completion of this work. However on May 5, 2024, the exposed pipe was found to be leaking along with three other joints in close proximity to the exposed pipe. To immediately address this situation, Circle C Construction was engaged to repair the mains (CSC 61591: $1,500,000.00) and Freese and Nichols, Inc., was engaged to provide the necessary design (CSC 61592: $61,580.00). The original scope for the replacement, was to reroute the sanitary sewer main away from the Little Fossil Creek into street right-of-way, including E. Belknap Street and Midway Road and private properties that are all located in Haltom City. Easement negotiations have been on -going and on January 13, 2026 (M&C 26-0054), City Council authorized condemnation by eminent domain as required to obtain the last remaining easement necessary to initiate construction of the permanent sewer line relocation. Due to protected negotiations with private property owners along the route and additional design requirements by Haltom City, it was necessary to shift the alignment of the sewer main that will increase the construction cost and design fee. This memo is submitted to request authorization for additional funding associated with this emergency procurement service of approximately $550,000.00 ($500,000.00 for construction and $50,000.00 for design.) Once the easements are obtained either through negotiation or condemnation the plan is to immediately begin construction of this emergency relief sewer line. A change order and an amendment to the existing contracts with Circle C Construction and Freese and Nichols, Inc., to increase the contractual ceilings will be following approval of this Supplemental Funding request, and actual costs will be reconciled at the end of the project.
