RECOMMENDATION
It is recommended that the City Council:
1. Authorize the execution of a cooperative agreement with the Texas Commission on
Environmental Quality to receive United States Environmental Protection Agency
Section 103 grant funding in an amount up to $128,902.42 for a twenty -four -month

appropriations in the Grants Operating Federal Fund in an amount up to $128,902.42,

DISCUSSION
The purpose of this Mayor and Council Communication (M&C) is to recommend adoption
of a cooperative agreement with the Texas Commission on Environmental Quality (TCEQ) to
receive federal grant funding for ambient air monitoring operations for PM2.5 and NOx
(Agreement). The City of Fort Worth (City) partners with TCEQ to operate its local Air
Pollution Control program (Program) under three separate but related contracts, as follows:
• City Secretary Contract No. 65423 - Department of Homeland Security 2026 Biowatch
Whole Air Monitoring Cooperative Agreement.
• City Secretary Contract No. 62485 - FY2023 Air Quality Compliance Inspections and
Investigations Contract with TCEQ; and
• City Secretary Contract Number 64529 - TCEQ PM10 Intergovernmental Cooperative
Reimbursement Contract FY2026/FY2027.

FORT WORTH.
This Program benefits the City by ensuring that facilities are in compliance with air quality
regulations and by supporting data collection for air pollutants.
The Agreement is fully funded by the U.S Environmental Protection Agency (US EPA) through
its Section 103 Grant Program. TCEQ administers the US EPA Section 103 grant funding in
Texas. The City is an annual recipient of US EPA Section 103 Grant Funds for its Program to
maintain and operate various continuous ambient air monitoring stations through the
Agreement. The Agreement also supports a portion of a regional, regulatory ambient air
pollution monitoring network to daily monitor oxides of nitrogen (NOx) and particulate
matter with a diameter less than 2.5 micrometers (PM2.5).
Approval of this M&C will allow the City to receive US EPA grant funding for the City's
Program as it relates to PM2.5 and NOx monitoring at its local Continuous Air Monitoring
Stations. Additional Program activities supported by this Agreement include calibration,
operation, and regular audit and maintenance activities for equipment under the terms of
the contract. TCEQ provides all air monitoring equipment and supplies for the operation of
the air monitoring sites. The contract period will begin on September 1, 2026, and will end on
August 31, 2028. The amount of this contract is an amount up to $128,902.42 for
reimbursement of expenses to the City.
