MAYOR AND COUNCIL COMMUNICATION 7.4.1 HAWKS LANDING PARTIAL PHYSICAL CLOSURE FOR FUTURE CONSTRUCTION (VA - 26 -012) DATE: 09/29/26 M&C FILE NUMBER: M&C 26-0897 DEPARTMENT: DEVELOPMENT SERVICES SUBJECT (CD 10) Adopt Resolution Authorizing the Physical Closure of a Portion of Hawks Landing Road North of West Bonds Ranch Road to Facilitate the Construction of a Bridge Over the Atchison Topeka Railroad to the East RECOMMENDATION It is recommended that the City Council adopt a resolution authorizing the physical closure of a portion of Hawks Landing Road North of West Bonds Ranch Road to facilitate the construction of a bridge over the Atchison Topeka Railroad to the east. DISCUSSION The Transportation and Public Works (TPW) Department is requesting approval for the physical closure of a portion of Hawks Landing Road north of West Bonds Ranch Road to facilitate a regional construction project in this area in conjunction with the Texas Department of Transportation (TxDOT) and the North Central Texas Council of Governments (NCTCOG) as shown in the attached presentation. The physical closure of the road will not begin until the associated project for the bridge over the Atchison Topeka railroad to the east begins in 2029. TxDOT requires this closure to be approved now to finalize the engineering plans for this project. The City Plan Commission reviewed the closure request at their July 30, 2026, meeting and recommended approval of the requested closure. The City reserves the right, at the sole discretion of the City Council, to reopen by resolution the identified street at any time by directing the removal of any barricade or other means of closure. TPW will be responsible for the installation of the permanent barricades to physically close the road. This project is located in COUNCIL DISTRICT 10. 1 of 2 FORT WORTH. This M&C does not request approval of a contract with a business entity. FISCAL INFORMATION/CERTIFICATION The Director of Finance certifies that approval of this recommendation will have no material effect on City funds.
