DATE: 10/13/26 M&C FILE NUMBER: M&C 26-0964 DEPARTMENT: FIRE SUBJECT (ALL) Authorize Execution of an Amendment to a City Contract with Flotec, Inc. for Oxygen Delivery and Refilling Oxygen Cylinders to Increase the Annual Spending Authority by $200,000.00 for a New Total Annual Amount Up to $300,000.00 for the Current Term of the Agreement RECOMMENDATION It is recommended that the City Council authorize an amendment to a City Secretary Contract No. 64847 with Flotec, Inc. for oxygen delivery and refilling oxygen cylinders to increase the annual spending authority by $200,000.00 for a new total amount up to $300,000.00 for the current term of the agreement. DISCUSSION The purpose of this Mayor and Council Communication (M&C) is to authorize an amendment to City Secretary Contract (CSC) No. 64847 with Flotec, Inc. for oxygen delivery and refilling oxygen cylinders to increase the annual amount by $200,000.00 for a new total amount up to $ 300,000.00. The City of Fort Worth entered into an agreement with Flotec, Inc. on March 5, 2026, for the purchase of oxygen delivery and refilling oxygen cylinders for the Fire Department and Emergency Medical Service (EMS) operations. Since the execution of the original agreement, the Fire Department has identified oxygen requirements have exceeded the volume anticipated when the current spending authority was established, resulting in higher than projected expenditures. The requested increase is based on historical utilization and projected requirements for the remainder of the contract period. The additional authority will allow the Fire Department to continue procuring oxygen and related delivery equipment under the existing contract without interruption. The request does not represent a material change in the original purpose or scope of the contract; rather, it provides sufficient authority to meet actual operational demand. Maintaining adequate spending authority is necessary to prevent potential disruptions in oxygen delivery at emergency incidents. Any interruption could adversely affect Fire and EMS operations and, where applicable, patient care and safety. 1 of 28 FORT WORTH. Funding will be budgeted in the General Fund and Emergency Medical Services Fund for the Fire Department for Fiscal Year 2027. Maintaining this agreement ensures that the Fire Department has access to essential oxygen delivery and refilling of oxygen cylinders, supporting its mission to provide emergency medical care and protect the health and safety of the residents of Fort Worth. The City Attorney's Office previously approved this contract as exempt from the Chapter 252 of the Texas Local Government Code as a purchase to preserve and protect the public health and safety of the City of Fort Worth's residents. This amendment will serve ALL COUNCIL DISTRICTS. This M&C does not request approval of a contract with a business entity, therefore, a Form 1295 is not required. FISCAL IN FORMATION/CERTIFICATION The Director of Finance certifies that funds are available in the current operating budgets, as previously appropriated, in the General and Emergency Medical Services Funds to support the approval of the recommendation and execution of the amendment. Prior to an expenditure being incurred, the Fire Department has the responsibility to validate the availability of funds.
