WORTH, TX CSC No. 63656-A2 AMENDMENT No .2 TO CITY SECRETARY CONTRACT No.63656 WHEREAS, the City of Fort Worth (CITY) and Neel Schaffer, Inc., (ENGINEER) made and entered into City Secretary Contract No. 63656, (the CONTRACT) which was authorized by M&C 25-0641 on the 24th day of June, 2025 in the amount of $ 658,400.00; and WHEREAS, the CONTRACT was subsequently revised by Amendment No. 1 in the amount of $73,224.00 administratively authorized on February 6, 2026; and WHEREAS, the CONTRACT involves engineering services for the following project: Cast Iron Water Main and Sanitary Sewer Replacement in the Hampshire Boulevard, CPN 106068; and WHEREAS, it has become necessary to execute Amendment No. 2 to the CONTRACT to include an increased scope of work and revised fee. NOW THEREFORE, CITY and ENGINEER, acting herein by and through their duly authorized representatives, enter into the following agreement, which amends the CONTRACT: 1. Article I of the CONTRACT is amended to include the additional engineering services specified in proposal attached hereto and incorporated herein. The cost to City for the additional design services to be performed by Engineer totals $77,892.00. (Sewer) 2. Article II of the CONTRACT is amended to provide for an increase in the fee to be paid to Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall be an amount of $809,516.00. 3. All other provisions of the Contract, which are not expressly amended herein, shall remain in full force and effect. These additional services were requested by the City of Fort Worth, to add/revise sewer M-126 in the project and to add detailed traffic control drawings for four intersections. Sewer main M-126 has several issues and multiple options were evaluated to solve the lack of grade problem, the lack of easements problem and a portion of the line being under a structure. E The CITY desires to revise sewer main M-126 in the project. This includes modifying the sewer service for the lot at 4617 Hampshire Boulevard. This entails rerouting the service from its connection to M-126 under the structure, to the front of the lot and connecting it to the sewer main in Hampshire (also M-126). This requires additional topographic mapping on that lot. Additionally, it is proposed to modify the nearby manhole in Hampshire that currently flows both north in M-126 (which is being abandoned under the structure for about 175') and also east in L- 2318 (and later L -2314R*) in Hampshire. No easements are anticipated, but the contractor will likely need to obtain a temporary right of entry. Sewer main M-126 is proposed to drain from just north of 4617 Hampshire to the north (to Vinson) and then east in Vinson to Edgewood Terrace (similar to how it does today). The portion flowing north crosses six lots. The existing easement is 10' wide, though two of the lots have an adjacent 7.5' Utility Easement along the entire length of the sewer being replaced. Temporary easements are proposed on the other four lots (700, 704 and 708 South Edgewood Terrace, and 715 Lloyd Avenue) and being funded from Additional Services. The portion of sewer M-126 downstream from the point 150' east of Edgewood will be abandoned for a distance of approximately 1,325'. A new manhole will be constructed near the end of the portion being abandoned at the upstream end of the sewer that remains. M-126 will continue to flow from that manhole to the northeast (towards Panola). Topographic mapping will be required on the two lots (4816 and 4832 Panola Avenue) downstream of the abandoned portion for the manhole and required easements. Two permanent easements for the existing sewer (and new manhole) and one temporary easement for the new manhole are included for those two lots and being funded from Additional Services. As an option the CITY wants to evaluate the potential of replacing the 150' of sewer M-126 on those two lots vs. rerouting the services for those two lots to a sewer in Panola. Additionally, two sewers in Panola will be replaced (L-2315, approximately 103' and about 17' on M-126). Survey for the two additional sewers is also required. If the services on the lots are rerouted the contractor will likely need to obtain temporary rights of entry. The first is under the structure at 4617 Hampshire and the second is from a point about 150' east of the Edgewood and Vinson intersection for about 1,325'. No additional topographic mapping is included for that segment. The first is from the Edgewood and Vinson intersection to flow south approximately 550' in Edgewood (not east as it does currently) to Hampshire. Topographic mapping is required for both of these segments. The total length of sewer main being abandoned is about 1,500'. The total length of sewer main being added is about 1,445'. The CITY has verified the capacity of the sanitary sewer system for these modifications. No calculations are required or included. The CITY has also requested that site -specific traffic control drawings be added for four intersections: • Ayers at Lancaster • Oakland at Lancaster • Rand at Lancaster • Miller at Rosedale These will include detour layouts, signing plans, and pavement marking adjustments. Authorize execution of Amendment No. 2 in the amount of $77,892.00 to City Secretary Contract No. 63656, an engineering agreement with Neel -Schaffer, Inc., for the Cast Iron Water Main and Sanitary Sewer Replacement in the Hampshire Boulevard Water and Sanitary Sewer Replacements project for a revised contract amount of $809,516.00; and 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Water and Sewer Capital Projects Fund in the amount of $77,892.00, transferred from available PayGo funds within the Water & Sewer Fund for the purpose of funding the Hampshire Boulevard Water Main and Sanitary Sewer Replacement project (City Project No. 106068) and to effect a portion of Water's contribution to the Fiscal Years 2026-2030 Capital Improvement Program. DISCUSSION The purpose of this Mayor and Council Communication (M&C) is to authorize execution of Amendment No. 2 to City Secretary Contract No. 63656 with Neel -Schaffer, Inc. On June 24, 2025, MSC 25-0641, the City Council authorized an engineering agreement in the amount of $658,400.00 with Neel -Schaffer, Inc, (City Secretary Contract No.63656) for the Cast Iron Water Main and Sanitary Sewer Replacement in the Hampshire Boulevard Water and Sanitary Sewer Replacements project. The agreement was subsequently revised by Amendment No. 1 in the amount of $73,224.00 administratively authorized on February 06, 2026, that provided survey and design for the replacement of the deteriorated water and sanitary sewer mains on additional streets. 1 of 12 FORT WORTH. Funding is budgeted in the Transfer to Water/Sewer account of the Water and Sewer operating budget for the purpose of funding the Hampshire Boulevard Water Main and Sanitary Sewer Replacement project.
