That in addition to those amounts allocated to the various City departments for Fiscal Year 2013-2014 in the Budget of the City Manager, there abo|l also he increased estimated receipts and appropriations in the Grants Fund in the amount of$300,000,00, subjject to receipt of a grant from the Texas Department of HOUSIng arid Community Affairs, for the purpose of administering the 2014 Weatherization Assistance Program. SECTION 2. That this ordinance uhn|| be cumulative of Ordinance No. 20952-09'2013 and all other ordinances arid appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances arid appropriations are hereby expressly repealed. Authorize acceptance of U.S. Department of Energy Weatherization Assistance Program grant funds From the Texas Department of Housing and Community Affairs for the 2014 Weatherization Assistance Program up to $300,000.00; 2. Authorize the execution of related contracts, including any amendments, extensions and renewals, in accordance with City policies and regulations, with the Texas Department of Housing and Community Affairs for the grant funds for program year January 1, 2014 through December 31, 2014; 3. Authorize a waiver by the City of indirect costs; and 4. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund in the amount of $300,000.00, subject to receipt of the grant. DISCUSSION: The Texas Department of Housing and Community Affairs (TDHCA) operates the Weatherization Assistance Program (WAP) with funds from the U.S. Department of Energy (DOE) and the U.S. Department of Health and Human Services Low Income Home Energy Assistance Program (LIHEAP). WAP is designed to help low income customers control their energy costs through installation of weatherization materials and education. The WAP is administered through sub recipients, such as the City. The City has administered the WAP since 1982. The TDHCA has recently informed the City that DOE funding is now available for the 2014 WAP. This funding is in addition to the existing 2014 LIHEAP (M&C C-26600) grant funds provided by the TDHCA, which may total up to $2,000,000.00. The WAP services low-income residents in Tarrant County by weatherizing their homes. Weatherization measures include attic insulation, weather-stripping, caulking, repair and/or replacement of windows and doors and other minor repairs. Administrative costs are restricted to ten percent based on the total allowable expenditures for the WAP. Under the current grant, the City has weatherized approximately 250 houses in Tarrant County. With this grant, the Parks and Community Services Department staff will target 300 houses in Fort Worth and Tarrant County, Logname: 80TDHCA-T)OE 2014 Page 1 of 2 A waiver by the City of indirect costs will maximize program benefits. This program services ALL COUNCIL DISTRICTS.
