MEMORANDUM OF UNDERSTANDING
Between
The City of Fort Worth
and
Women's Center of Tarrant County
1. PARTIES. The parties to this Memorandum of Understanding (MOU) are the Women's
Center of Tarrant County (hereafter known as "Women's Center") located at 1723 Hemphill
Fort Worth, Texas 76110 and the City of Fort Worth, by and through its Police Department,
(hereafter known as"City") located at 350 West Belknap Street, Fort Worth, TX, 76102.
2. AUTHORITY. This MOU specifies the Women's Center's and the City's responsibilities
and participation under the U.S. Department of Justice, DOJ, Office on Violence Against
Women, FY 2011, Grant to Encourage Arrest Policies and Enforcement of Protection Orders
Program("Grant Program").
3. PURPOSE. The purpose of this MOU is to demonstrate the working relationship between
the parties in order to facilitate effective implementation of the Grant Program funds, if
awarded, in compliance with the DOJ, OVW Program. Once awarded, grant funds shall
provide for planning, developing, and establishing a comprehensive victim service and
support center designed to bring together victim advocate representatives from community-
based organizations and other relevant public and private agencies into one centralized
location in order to improve safety, access to services, and confidentiality for victims and
families.
4. DEMONSTRATED PRIOR COLLABORATION: The Women's Center has been Fort
Worth and Tarrant County's resource for rape crisis and victim services, employment
services, information, referral, and counseling for 30 years. The agency is a leader in the
area of rape crisis and victim services, and a critical part of the criminal justice system,
helping to shape local policy surrounding the treatment of victims of sexual assault and other
violent crimes through its work with hospitals, police departments, the district attorney's
office and the court system. The Women's Center is also a participating partner in the
Mental Health Connection (MHC), a collaboration of public and private agencies that
provide mental health services. MHC set the standards for local mental health policy,
developing plans for long-term changes in the system while addressing key issues and
providing immediate solutions where possible. In addition, The Women's Center has a
longstanding relationship with Workforce Solutions for Tarrant County as well as local
employers to provide employment services for unemployed and underemployed women and
men.
The Women's Center benefits Fort Worth by providing services that are critical for its
residents to become and remain healthy, productive members of the community, and by
being an integral part of the criminal justice system through its Rape Crisis and Victim
Services program. The strategic goal of the City that is impacted by The Women's Center's

Rape Crisis &Victim Services program is: Make Fort Worth the Nation's Safest Major City.
The Women's Center is taking appropriate steps to achieve this goal through programs to
reduce and prevent sexual violence.
5. RESPONSIBILITIES:
A. Women's Center:
1. The Women's Center shall participate in a collaborative effort with the City in the
grant application, administration, and implementation of the Grant Program
throughout the life of the grant in accordance with the MOU.
2. The Women's Center shall meet all requirements pertaining to administration, hiring,
and reporting of the Grant Program in accordance with this MOU.
3. The Women's Center will collaborate with the City to provide rape crisis and
victim services under this grant, which will provide individual and group therapy for
children and adults; a 24-hour hotline; crisis intervention at hospital rape exam sites;
prevention and education programs; and support for victims through the criminal
justice process including but not limited to the following:
• a 24-hour Crisis Hotline for victims of violent crime, which also serves to notify
staff or volunteers of requests by law enforcement or medical staff to respond to
sexual assault/abuse victims at area hospitals;
• Crisis intervention, information and referral, counseling and support for victims
and their families/significant others at two local forensic rape exam sites—JPS
Hospital and Cook Children's Hospital;
• Individual, group, Play and Filial therapy provided by licensed, Masters Level
counselors;
• Court preparation and court accompaniment, including working with the Tarrant
County District Attorney's Office on the"Kids In Court"program,which helps
young victims who will be testifying to learn about the courtroom and understand
court processes;
• "Play it Safe!" sexual assault/abuse risk reduction and prevention education in
schools to teach children how to recognize an abusive situation, resist an abuser
if possible and report the incident to someone the child trusts;
• Sexual assault risk reduction and prevention education for adults; and
• Training and technical assistance for professionals (such as police and medical
personnel)on victimization management and issues/policies surrounding sexual
assault and abuse.
4. The Women's Center will collaborate with the City to provide employment
solutions, which will provide job search training;job placement; interest/aptitude
testing; career planning; life skills training; intensive case management to remove
barriers to employment for individuals on the verge of homelessness; career coaching
and support after employment for retention and advancement; and adult literacy
classes.
5. The Women's Center shall select and hire, on a reimbursable basis under the grant,an
employee to serve as the Training Manager for the grant activities and will be located
at the One Safe Place, at The Tarrant Regional Justice Center.
6. The Women's Center shall collaborate with City on the submittal of the semi-annual
progress report in accordance with this MOU for meeting grant performance
measures. In addition, The Women's Center will participate with the City in meeting
DOJ program objectives under this grant through the Program Coordinator.
B. City of Fort Worth:
1. The City is the grant recipient of the Grant Program and agrees to participate in a
collaborative manner with the Women's Center throughout the life of the grant.
2. When the Grant Program grant is awarded, the City shall facilitate and manage the
Grant Program throughout the life of the grant as required by the grant.
3. The Fort Worth Police Department, Grants and Contracts Management Division, will
oversee the administration, procurement, and reporting for the Women's Center grant
funded activities and will act as the Fiscal Agent for the Grant to Encourage Arrest
Policies and Enforcement of Protection Orders Program funds.
4. The City shall pay the Women's Center an amount not to exceed $52,000.00 from
available grant funds for approved Grant Program services and expenses rendered in
accordance with the terms of this MOU upon receipt of a proper and verified billing
statement with accompanying documentation. The reimbursement made to the
Women's Center shall not exceed actual costs of the Training Manager, One Safe
Place, The Tarrant Regional Justice Center, under this MOU and actual costs must be
allowable according to the Office of Management and Budget (OMB) Circulars A-
122 and 1-110.

6. ENTIRETY OF AGREEMENT. This MOU, consisting of four pages, represents the entire
and integrated agreement between the parties and supersedes all prior discussions and
negotiations, representations and agreements, whether written or oral as related specifically
to the Grant Program.
9. IMMUNITY. The City and its governing body do not waive its sovereign immunity by
entering by entering into this MOU, and retains all immunities and defenses provided by law
with respect to any action based on or occurring as a result of this MOU.
10. LIABILITY. By executing this MOU, each entity agrees to work together to on the Grant
Program. However, the entities are not legally "partners" to the extent that the term
encompasses joint and several liabilities. Each legal entity that is party to this MOU is
responsible for the actions of its own employees, representatives, agent and subcontractors.
11. OTHER PROVISIONS. Nothing in this MOU is intended to conflict with current law or
regulation or the directives of the Women's Center or the City. If a term of this MOU is
inconsistent with such authority, then that term shall be invalid, but the remaining terms and
conditions of this MOU shall remain in full force and effect.
12. EFFECTIVE DATE. The terms of this MOU will become effective upon the date it is
signed by both parties. This MOU is terminated immediately if Grant Program funds are not
awarded or if this MOU is not approved by City's governing body.
13. MODIFICATION. This MOU may be modified upon the mutual written consent of the
parties.
14. TERMINATION. Upon execution by both parties, this MOU will remain in effect until
expiration of the grant period and/or submission of the final report to the Grant Program, or
whichever is later; otherwise either party can terminate or amend the MOU within 60 days by
written notice by either party.
