AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $90,714.29,
WHICH INCLUDES $75,000.00 OF TEXAS STATE LIBRARY AND ARCHIVES
COMMISSION LOCAL GRANT FUNDS AND $15,714.29 IN PERSONNEL COSTS
FOR THE CITY'S IN-KIND LOCAL MATCH FOR THE TEXAS STATE LIBRARY
AND ARCHIVES COMMISSION COOPERATION GRANT PROGRAM, UPON
RECEIPT OF GRANT FUNDS FROM THE TEXAS STATE LIBRARY AND
ARCHIVES COMMISSION FOR THE PURPOSE OF FUNDING THE PERSONNEL.
COSTS .FOR ONE EXISTING STAFF MEMBER. AND FOR PARTIAL FUNDING OF
PERSONNEL COSTS FOR ONE EXISTING STAFF MEMBER,- PROVIDING FOR A
SEVERA-BILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION I.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2013-2014 in the
Budget of the City Manager, there shal I also be increased estimated receipts and appropriations in the Grants
Fund in the amount of $90,71.4.29, which Includes $75,000.00 of Texas State Library and Archives
Commission local grant funds and $15,71.4.29 in personnel costs for the city's in-kind local match for the
Texas State Library and Archives Commission Cooperation Grant Program, upon receipt of grant funds
from the Texas State Library and Archives Commission for the purpose of funding the personnel costs for
one existing staff member and for partial funding of personnel costs for one existing staff member.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, Such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in fijll -force and effect,
SECTION 3.
That this ordinance shall be Cumulative of Ordinance No. 20952-09-2013 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with Such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize Application for and Acceptance of, if Awarded, a Grant from the Texas State Library and
Archives Commission in the Amount Up to $75,000.00 for Program Year September 1, 2014 Through
August 31, 2015 for the Library Department's Worth Reading Program, Authorize the City to Provide an In-
Kind Match in the Amount of $15,714.29 for a Total Grant Amount Up to $90,714.29, Authorize Execution
of a Grant Agreement with the Texas State Library and Archives Commission, Adopt Related Appropriation
Ordinance Authorize a Non-Interest Bearing Interfund Loan from the General Fund to the Grants Fund in
the Amount of$75,000.00 (ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the application for the acceptance of, if awarded, a grant from the Texas State Library and
Archives Commission in the amount up to $75,000.00 for program year September 1, 2014 through
August 31, 2015, for the Library Department's Worth Reading Program; and
2. Authorize the City to provide an in-kind match in the amount of$15,714.29 in personnel costs for one
existing staff to supervise the grant-funded personnel; and
3. Authorize the execution of the related Grant Agreement with the Texas State Library and Archives
Commission; and
4. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund in the amount up to $90,714.29, upon receipt of the grant; and
5. Authorize a non-interest bearing interfund loan from the General Fund to the Grants Fund in the
amount of$75,000.00 for interim financing of the grant, pending contract execution.
DISCUSSION:
The Texas State Library and Archives Commission Cooperation Grant Program provides funds for
programs that promote and expand cooperative services for learning and access to information by
developing collaborative public and private partnerships with other agencies and community-based
partner organizations.
The grant will support the year-round reading program, Worth Reading 365. Worth Reading 365 is a
collaborative effort that brings together libraries, schools, businesses and community organizations in a
united effort. Community partners include The Friends of the Fort Worth Public Library, Inc., Fort Worth
Independent School District, Sid Richardson Museum, Rotary Club of Fort Worth, Amon Carter Museum
of American Art, and Texas Wesleyan University to name a few. This program, open to all ages, is

intended toraise literacy rates, increase high school completion rates and improve academic achievement
through reading. learning activities and proQn3rDS.
This is the second application to the Texas State Library for grant funding to support Worth Reading. On
February 19. 2013' (K8&CG-17019) the City Council approved the application for and acceptance ofa
grant from the Texas State Library and Archives Commission for supplemental funding of the Library's
new Year Round Reading initiative, and execution of the related Grant Agreement. DO October 15. 2O13.
(M&C G-1 8038) the City Council approved an amendment to the grant authorizing the in-kind match.
The grant will fund a coordinator position to administer the Program. Responsibilities Of the Coordinator
position will include the development, implementation and pn3nOObOn 0f the program.
The grant is for State Fiscal Year September 1. 2O14 through August 31. 2O15
FISCAL INFORMATION /CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above recommendations,
adoption of the attached appropriation ordinance, and receipt of the grant, funds will be available inthe
operating budget, as appropriated, of the Grants Fund. Upon execution of the grant contract, the interim
funds will be returned to the General Fund.
