WHEREAS, the CONTRACT involves engineering -services for the following pro ject- .-, PROJECT NAME' North Fort Worth Intersections; and WHEFXAS, it has become necessary to: execute Amendment No. 5 to the CONTRACT to include an increased scope of work and revised fee. NOW THEREFORE,, CITY and ENGINEER, acting herein by and through their duly authorized representatives, enter into the following agreement, which amends the CONTRACT.- 1 . The project glen eral,ly consists of the preparation of construction plans and bid documents of the following improvements: 1. Mark IV Parkway from the Westbound Frontage Road of IH-820 to Cantrell Samson Approximately, 2800 LF of NB1 Mark IV Parkway. The project will also include roadway and drainage i,mprovements,, traffic silignia,l, modifications, signs and markings, traffic control, and bidding and meetings. SCOPE OF SERVICES If services beyond those, defined in this scope are required, the CITY and ENGINEER shall attempt to negotiate a written amendment to this Agreement. ENGINEER shall not proceed with work on any additional services prior to the CITY and ENGINEER executing a written amendment. The Scope of Services includes the following primary tasks: 0 Task 1 - Project Management Task 2—Right of Way Surveys • Task 3 —Traffic Counts • Task 4 - Final Plans and Specifications • Task 5 - Geotechnical Services • Task 6 - Miscellaneous Services • Task 7 - Construction Services Task 1 - Project Management i Project management will occur throughout the duration of the Project. The ENGINEER will provide the following project management services- Managing the Project Team 0 Coordinate with survey subconsultant. 0 Prepare now invoice and status reports to be ndl e-mailedl to the project team (CITY I and Engineer's staff). & Prepare and update project schedule. 0 Conduct progress meetings to monitor the development of the project. Provide status plan set,, via Bu,zzsaw,, every two (2) weeks. The ENGINEER will prepare for and', attend up to: * Four (3) meetings with the CITY regarding project status and coordination issues. Locate and tie existing property corners or right-of-way monuments,for right-of-way map. Prepare 1 parcel maps and legal descriptions for right-of-way takings to City of Fort Worth standards. After right-of-way documents have been approved, new right-of-way monumentation will be set. Make, revisions per City comments. Edge of existing pavement, existing structures,, mailboxes,: water meters, utility poles, fire, hydrants, existing and proposed driveways, existing utilities, existing rights-of-way and easements, existing and proposed sidewalk and curb ramps, proposed curb line, and proposed pavement markings on plan sheets. Create base drawing file to include the survey line work, existing City and franchise An opinion of probable construction cost using recent average un,it, prices wh,i,ch are representative of similar types of construction in the local area. The Engineer has no control over the cost of labor, materials, equipment, or over the Contractor's methods of determining prices or over competitive bidding or market conditions. Prepare preliminary water line study for existing 20 inch water line which currently runs along the east side of Mark IV Parkway. ,The study will identify the current location and depth of the water line, identify possible conflicts with proposed improvements. and recommend relocations,to mitigate conflicts. Submit one (1 set of .PC Fs to the CITY The 30% design submittal shall include the following!: ol Cover Sheet • Typical Sections, • Concept roadway plan sheets • Concept drainage layout and associated sheets o: Concept water line study o Preliminary opinion of probable construction cost. % Prelimina[y Dies,icin The ENGINEER will provide,the following, 60% preliminary design services upon acceptance of the 301% preliminary plans by the CITY. The ENGINEER shall prepare 6:0% plans at an appropriate scale on 11 "x1 7" sheets. Page 2 of 7 Edge of existing pavement, existing structures, mailboxes, water meters, utility poles, fire hydrants,, existing and proposed driveways, existing utilities, existing utility adjustments to valves, fire hydrants and meters, existing rights-of-way and easements, existing and proposed sidewalk and curb ramps if necessary), proposed curb line, and proposed pavement markings on plan, sheets. The location, size, and species of all trees and shrubs within the limits of street right-of- way, drainage, slope or temporary construction easements. If due to the density of the growth it is impractical to show all trees and shrubs, the limits of dense stands of trees and shrubs will be shown. In any case, all trees six inches, (6") in diameter, or larger,, shall be shown, unless directed otherwise. Engineer shall ind�icate on the pilans those trees that are to be removed and those trees to be preserved,. • Prepare dimensional control layout to include the proposed alignments,, alignment data, and control points. Coordinates shall be tied to CITY benchmarks and monuments. Prepare irrigation plans and details for areas to include landscaping and/or sod in accordance with City of Fort Worth, Standards. Develop traffic control phasing plans in accordance with the City of Fort Worth Standards. Develop preliminary traffic signal modification plan at the Mark IV and IH-820 frontage road. Prepare and submit TxDOT permit for proposed work in Tx DOT right-of-way • Develop a photometric layout wh,i,ch incorporates proposed l,igihting, layout. Develop details, to clarify intent of construction sequencing in accordance with City of Fort Worth Standards. Develop preliminary pavement markings, striping,, and signing plans. Collect relevant data for the project from the CITY. Data collection shall include. existing plans, maps, field notes, design criteria, applicable City Ordinances, and City design standards. • Perform up to two (2) project site visits during preliminary design:. Suibin-uit one (1) set of PD Fs to the CITY. The 60% design submittal shall include the following: • Preliminary roadway plan sheets • Preliminary typical section sheets, • Preliminary removal sheets • Preliminary intersect,ion, layout sheet, (IH, 820 frontage road) • Preliminary drainage design and associated sheets • Preliminary photometric layout • Preliminary signs and plavement marking plans, • Preliminary traffic signal modification plan sheets • Preliminary traffic control plan narrative and details • Conceptual and Preliminary iSWM checklists 4. • Preliminary opinion of probable construction COSL. 90% Desi gn and Final Design The ENG NE,E,R will provide the following -final design services upon acceptance of the 610% preliminary plans by the CITY. The ENGINEER shall prepare 90% plans and final plans at an Page 3 of 7 appropriate scale on 11"''x1 7111, sheets. The ENGINEER shall also prepare contract documents, specifications, and special provisions. Final design shall include the following,. Detail and standard sheets for the related elements of the Project. Prepare general notes. • Prepare contract documents including the following: o City of Fort Worth standard construction contract forms,,, o Notice to bidders; o Special instructions to bidders; o Bid form; o Performance bond-, o Payment bond, o Maintenance bond, o Certificate of insurance; o General conditions, o Special provisions; and o Technical specifications. 0 An opinion of probable, construction cost using recent average unit prices which are representative of similar types of construction in the local area. The ENGINEER has no control over the cost of labor, materials, equipment, or over the Contractor's method's of determining prices or over competitive bidding, or market conditions. 0 Street addresses of all properties adjacent to Project. 0 Perform up to two (2) project site visits, during final design. 0 Submit two one (1), set of PDFs to the CITY. Cohesive; and non-cohesive soil samples will be obtained using 3�-inch diameter Shelby tube samplers and 2-inch diameter standard split-spoon samplers,, respectively. In addition, rock encountered' will be evaluated by use of Texas Department of Transportation Tx OT cone penetration tests. A soils logger will extrude the samples in the -field, check the samples for consistency with a and penetrometer, carefully wrap them to preserve their condition, and return them to the laboratory for testing. A log of each boring will be prepared to document field activities and results., * Stake the boring locations using normal taping procedures. Approximate locations of the borings, will be shown on the plan of borings. Precise surveying of boring locations and elevations is not included in the cost estimate. These services may be provided as Additional Services upon request. At the completion of drilling, operations) boreholes will be backfill�ed with drill cuttings and plugged with, bentonite chips. Laboratory Services o Considering the planned street improvements, anticipated soil condlitions, and geology, laboratory, tests will be required for classification purposes, and to determine strength characteristics. The following types of tests are therefore recommended: o molisture content and soil identification o percent passing #200 sieve o grain size analysis o liquid and plastic limit determinations o unconsolidated underdrained triaxial tests on soils * unit weight determinations * absorption pressure and/or one-point pressure swell tests of Ead,es, and Grim lime series tests o soluble sulfate tests o The specific types and quantities of tests will be determined based on geologic conditions encountered in the borings. Engineering Services o An engineering report will be prepared to present the results of the field and laboratory data together with our analyses of the results and recommendations. 'We will provide three copies of the report. The report will address: a. general soil and ground-water conditions b. recommendations, for foundation type, depth and allowable loading for culverts c. foundation construction requirements, d. an evaluation of the swell characteristics of the subg�rade soils e® pavement thickness calculations using City of Fort Worth Paving Design Standards f, eart,hwork recommendations Page 5 of 7 m16P o Items other than those specified above, 'which are revealed by these studies or are necessitated by a change in project, scope, may require revised field', laboratory, and engineering services. These services, if required and requested, will be performed as Additional Services. Task 6 - Construction Services The ENGINEER shall attend the preconstructio,n conference. • After the pre-construction conference, the ENGINEER shall provide project exhibits and attend public meeting to help explain the proposed project to residents. The CITY shall, select a suitable location and mail the invitation letters to the affected customers. • As requested by -the CITY, the ENGINEER shall provide necessary interpretations and clarifications of contract documents, review change orders, and make recommendations as to the acceptability of the work. • The ENGINEER shall attend the "Final" project walk through. The CITY will prepare the final punch list. Task 7— Miscellaneous, Services, Public Meetin The ENGINEER will prepare for and attend up to: Two (2) public meetings. One during the design phase and one prior to the start of construction. Franchise Utility Coordination The ENGINEER will prepare for and attend up to. Identify, coordinate and provide necessary information to franchise utility companies to facilitate relocation of their facilities Two (2,) group meetings with franchise utilities to communicate conflicts identified Bid Phase Services The ENGINEER will provide the following bidding phase services. Answer contractor questions during the bid solicitation. 0 Review bid tabulations, and provide relcom�mendation of award. Reproduce up to thirty (30) 11 "xl 7" plan sets and contract documents. Attend the P reconstruict ion meeting'. DISCUSSION.- Previous approval was, s,olughit and received for the design of a roundabout at the intersection of Mark IV Parkway and Cantrell-San solm Road. In order to assure the proper alignment of traffic lanes and physical improvements, Mark IV Parkway soulth of the intersection must be fully designed as well. Improvements to Mark IV Parkway are included' in the upcoming Bond Program and having this design work completed now not only assures a better roundabout project but also provides for an accelerated delivery f'those Mark IV Parkway improvements. ................ ......
