AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
LIBRARY IMPROVEMENT FUND IN THE AMOLNT OF $3,144,667.53 FROM AVAILABLE FUNDS
FOR THE PURPOSE OF FUNDING A CONTRACT WITH RATCLIFF CONSTRUCTORS, INC., FOR
T'HE CONSTRUCTION OF PLAZA LEVEL FINISH OUT AT CENTRAL LIBRARY; PROVIDING FOR
A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CIJMTJLATNE OF PRIOR
ORDINANCES; REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH; AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1997-98 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in the Library Improvement Fund in the
amount of $3,144,667.53 from available funds for the purpose of funding a contract with Ratcliff Constructors, Inc., for the
construction of Plaza Level finish out at Central Library.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections,
or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 13111 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

RECOMMENDATION:
It is recommended that the City Council:
1. Accep# a donation of $1,679,981.00 from the Library Foundation for the finish out of the first floor
a# Cenral Library,. and
2. Adopt the attached appropriation ordinance Increasing estimated receipts and appropriations in
the Capital Projects Reserve Fund by $1,000,000.00 from available funds, and
3. Authorize the transfer of $1,000,000.00 from the Capital Projects Reserve Fund to the Library
Improvement Fund, and
4. Adopt the attached appropriation ordinance Increasing es#imated receipts and appropriations in
the Special Trust Fund by $109,550.56 from available funds, and
5. Authorize the transfer of $109,550.56 from the Special Trust Fund to the Library Improvement
Fund, and
6. Adop# the attached appropriation ordinance increasing estimated receipts and appropriations in
the Special Gift Fund by $38,330.97 from available funds, and
7. Authorize the transfer of $38,330.97 from the Special Gift Fund to the Library Improvement Fund,
and
8. Adopt the attached supplemental appropriation ordinance Increasing appropriations in the General
Fund by $251,105.00 and decreasing the unreserved, undesigna#ed fund balance by the same
amount, and
9. Authorize the transfer of $251,105.00 from the General Fund to the Library Improvement Fund,
and
10. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in
the Library Improvement Fund by $3,144,667.53 from available funds, and
11. Authorize the City Manager to execute a contract with Ratcliff Constructors, Inc., for the
construction of the Plaza Level Finish Out at the Central Library including Alternates 1 B, 2B, and 3
through 7 for $4,784,541.00 and data#ion of 330 calendar days.
DISCUSSION:
In 1993, the Fart Worth Library Foundation was established and ventured into a publiclprivate
partnership with the City The sole purpose of the foundation is to benefit the Fort Worth Public Library
System. The foundation began its task by raising money to help finish out the Central Library shell.
However, the 1972 Master Plan was not adequate to work with the architect's interior design for the
new building. Thus, the Library Foundation made a gift to the City with a 1996-updated Master Plan.
C7n August 23, 1994 (M&C G-10781), the City Council adopted a policy to improve the Fort Worth
Public Library System. The policy provided a plan for the completion of the expansion protect at the

The original underground structure for the Central Library was completed in 1978 at a cost of
$4,259,337.00. Several leaks in the building caused servers damage to library materials so a shell was
built aver the existing structure for the protection of the library materials and to provide additional space
for Central Library.
The additional space was to be used for the first Hoar expansion. Upon approval of funding, Central
Library's first floor expansion will be completed. Upon completion, the circulation unit, which will include
a work area for the circulation personnel; youth library; entrance hall, which will be widened and have
directional information; and audio and video section will move into the newly renovated area. Currently,
the children's area, which will be expanded into the youth library, is located downstairs. The finish out
will also allow for the addition of a training room.
With respect to the Central Library, it is the policy of the City to provide the funds for the renovation of
the lower level and the construction of the infrastructure necessary to finish out the first floor. The cost
of the renovation and infrastructure necessary to finish out the floor is $4,784,541.00. Interim funding
totaling :4~-will be obtained from the City as follows: transfer of $1,000,OOOAO from the
Capital rdjec ~° eserve Fund (CPRF), $1,705,573.47 from the Library Improvement Capital Project
Fund, and ~ from the General Fund Balance. The City has an agreement with the t_ibrary
Foundation =~~v~ access to $1,679,981.00 on one week's notice. other sources of funding include
private contributions held by the City in the amount of $147,881.53. The City's contribution of
$2,956,678.47 to this project will be reimbursed upon the sale of Certificates of Obligation, Series 1998,
to be complete no later than July, 1998.
Riddell Architects prepared the construction documents under a contract with the Fort Worth Library
Foundation.
The project was advertised in the FQrt Worth Star-Telegram on December 19 and 23, 1997. The
following bids were received on January 29, 1998.

The alternate bids allowed the City and the Library Foundation to adjust the scope to available funding.
The base bid provides for the installation of the first floor deck, portions of the second floor, modification
of a portion of the roof, and basic finish out of the first floor of the Central Library.

4. Provides for additional renovations in the east Gallery
5. Provides for the removal of portions of additional concrete plinths
6. Provides for an engraved frieze at the Grand Lobby
7. Provides for wood faced columns
The Library Foundation has requested that Alternate Nos. 1 B, 2B, and 3 through 7 be incorporated into
the construction contract.
All bidders submitted M/V1/BE affidavits w+th the+r b+ds. Ratcliff Constructors, Inc., +s +n compliance with
the Gty's M/WBE Ordinance by Comm+tting to 30% M/WBE participation The City's goal on this protect
+s 25%.
The Architect`s estimate was $5,523,028.00 for the Base Bid and all Alternates. The City's architect
has reviewed fhe low bidder's qualifications and recommends it for approval.

The Director of Fiscal Services Certifies that upon approval of the above recommendations and
adoption of the attached appropriation ordinances, funds will be available in the Current Capital budget,
as appropriated, of the Library Improvement Fund. After this transaction, the unreserved, undesignated
#und balance of the General Fund will be $24,164,459A4. The Cash balance of the Capital Projects
Reserve Fund after this transfer will be $451,997.44.
