This Amendment is made and'entered znte' by and between the CI*ty of Fart Werth("City"), a.
municipal corporation, located in Tarrant, Denton, and Wise Counties,, Texas, hereinafter called
"City," acting herein by, and through Charles W. Daniels,els, its duly authorized Assistant City.
Manager and TA NT COUNTY, acting on behalf of the TARRANT COUNTY MEDICAL
EXAMINER'S OFFICER, hereinafter called "County," acting herein by and through B. Glen
Whitley, its duly authorized County Mudge.
WHEREAS, City and County entered into an lnterlecal Agreement for Forensic
Laboratory Services identified as Fort Werth City Secretary Contract No. 446,14 for a period of
one year beginning October 1, 2012, hich automatically renews from year to year subject to
appropriations of City funds for this, Agreement and
WHEREAS, it is the collective desire of both City and C o ty to amend the lnterlocal
Agreement for Forensic Laboratory ory Services increase the overall contracted amount that may be
paid by City to County for services under this Agreement.
NOW THEREFORE, KNOWN ALL BY THESE PRESENT,
Fort Worth City Secretary Contract No. 44614 is hereby amended by
1. .deleting the current test of Section 3 "Payment for Services" and replacing it with
the following:
Upon completion of the work by County, City will pray County in accordance with the
approved agreed upon fee schedule for the Services. The agreed upon fee schedule %s attached
and incorporated within as Exhibit A Payment will be made by City to County within thirty
(30) days of receipt of County's invoices. Each invoice ,shall be accompanied by sufficient
documentation as required by City. However, total payments by City during the term of this
Agreement shall not exceed $1 50,000 (one hundred fifty thousand de'lla.rs). City shall be solely,
responsible for monitoring payments under this Agreement, and the not-to exceed amount shall

HEARING:
SUBJECT: Authorize Execution of Amendment to City Secretary Contract No. 44614 with Tarrant
County fore Forensic Laboratory Services to Increase the Contract Authority in the Amount
of$100,,0,00.00 for a Total Contract Amount of$1150,000.00, Adopt Supplemental
Appropriation Ordinance Increasing Appropriations in the General Fund in the Amount of
$100,000.00 and Decreasing, the Unassigned General Fund Balance by the Same
Amount (ALL COUNCIL DISTRICTS)

RECOMMENDATION-
It is, recommended, that the City Council:
I., Authorize the execution of amendment to City Secretary Contract No. 44614 with Tarrant County
fore Forensic Laboratory Services to increase the contract authority in the amount of$100,000.00 for a
total contract amount of$150,000.00; and
2. Adopt the, attached supplemental appropriation ordinance increasing appropriations in the General
Fund in the amount of$1,00,000.00 and decreasing the unassigned general, fund, balance by the
same amount.
DISCUSSION:,
On April 2, 2013, (M&C C-26186) the City Council authorized a one year contract with, Tarrant County
for forensic laboratory services for the City in the amount: of$50,0001.00. The contract includes
options to renew for subsequent years, of service. 'Tarrant County recently began working on a five
year back log of processing for; pending cases and additional funds are necessary to pay for these
services. Furthermore, since 2,0101 the Police Department has experienced an increase in the need
for forensic laboratory services on gunshot residue and toxicology.
Staff recommends amending Ciity S lecretary Contract No. 44,614 with Tarrant County to increase the
contract authority under the Agreement in the amount of$100,000.00 fore atotal contract, amount, of
$1150,000.00 annually to compensate Tarrant County for processing the backlog and to meet the
increased, need for forensic laboratory services.
IVINVBE OFFICE -A wa,iver of the goal for MBE/SBE subcontracting re�quirements was requested by
the Police Department and approved by the M/WBE Offi,ce, in accordance with, the BDE Ordinance,

because the purchase of goods and services 1�is from sources where subcontracting or supplier
opportunities are negligible.
FISCAL INFORMATIONXERTIFICATION.
The Financial Management Services Director certifies that upon approval of the above
recommendations and adoption of the attached supplemental appropriation ordinance, funds will be
available in the current oplerating, budgets, as appropriated, in the General Fund. Upon approval, the
unassigned fund balance of the General Fund will exceed the minimum reserve as outlined in the
Financial Mian�agement Policy Statements.
