HomeMy WebLinkAboutOrdinance 21160-03-2014 Ordinance No. 21160-03-2014 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT UP TO $15,000,00, SUBJECT TO RECEIPT OF A GRANT FROM THE COMMUNITY FOUNDATION OF NORTH TEXAS, FOR THE PURPOSE OF THE LIBRARY DEPARTMENT'S EARLY CHILDHOOD MATTERS PROGRAM; PROVIDING FOR A SEVER-ABILITY CLAUSE; MAKING THIS ORDINANCE CUMULAIIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1, That in addition to those amounts allocated to the various City departments for Fiscal Year 2013-2014 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount up to$15,000.00, subject to receipt of a grant from the Community Foundation of North Texas, for the purpose of the Library Department's Early Childhood Matters Program. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion oi-judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No, 20952-09-2013 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize the application for, and acceptance of, if awarded, a grant from the Community Foundation of North Texas for the Library Department's Early Childhood Matters Program year May 1, 2014 through April 30, 2015 in the amount up to $15,000.00; and 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund in the amount up to $15,000.00, upon receipt of the grant. DISCUSSION: In September 2013, a Technical Assistance Grant from the National League of Cities (NLC) was awarded to the Library to strengthen its early learning program, Early Childhood Matters (ECM), and afford the Library the opportunity to work in a consortium mode to align its early learning ECM with those of other community partners in the City of Fort Worth. This alignment of programs will result in consistent information gathering techniques and data analysis across and between agencies. The consortium will allow the agencies to create a matrix of services so that duplication may be avoided. Additionally, one of the deliverables of the grant from NLC is the compilation of a Strategic Plan that will strengthen Fort Worth Library's ECM program. With technical assistance provided by NLC, the Library is taking the lead in organizing and implementing this highly collaborative, community based partnership. The Library is seeking a Community Foundation of North Texas Toolbox Grant to extend the NLC consortium's ability to produce a robust outcome for this shared alignment effort, including the five-year Strategic Plan. Specifically, the Toolbox grant funds will be used to hire the required expertise to coordinate the planning process, gather information, identify various funding strategies for sustainability, and write the Strategic Plan. Other outcomes include the identification of early implementation strategies for improved data collection, parent engagement, family support, and improved quality of early learning programs through coordinated professional development. If awarded the Toolbox Grant will be executed from May 1, 2014 through April 30, 2015.
