AN ORDINANCE AMENDING THE FIRE DEPARTMENT STAFFING
ORDINANCE NO. 20522-12-2012, TO RESTORE TWENTY-FOUR.
POSITIONS IN THE FIREFIGHTER CLASSIFICATION; PROVIDING
FOR ADOPTION BY REFERENCE OF A STATEMENT OF INTENT
AND PURPOSE IN ADOPTING THIS ORDINANCE; PROVIDING THAT
THIS ORDINANCE IS CUMULATIVE; PROVIDING A SEVERABILITY
CLAUSE; AND PROVIDING AN EFFECTIVE DATE.
BE IT HEREBY KNOWN:
WHEREAS, pursuant to Chapter 143.021(a), Texas Local Government Code, the City
Council may prescribe and/or adjust the authorized number of positions in each classification
(rank) by ordinance; and
WHEREAS, on October 15, 2013, the City Council adopted Ordinance 20522-12-2012,
which established the Fire Department's sworn personnel staffing levels, effective October 15,
2013, as follows:

Deputy Chiefs 4
Battalion Chiefs 24
Captains 86
Lieutenants 122
Engineers 202
Firefighters 443
TOTAL 884
WHEREAS, on October 29, 2013, City Council approved the application and acceptance
of the U.S. Department of Homeland Security's Staffing for Adequate Fire and Emergency
Response (SAFER) grant in the amount of$3,389,040.00 to fund the restoration of twenty-four
firefighter positions that were eliminated for Fiscal Year 2014.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
FORT WORTH, TEXAS THAT:
SECTION1.
That, effective immediately upon the adoption of this ordinance, the following positions
shall be the only positions in each classification (rank) authorized in the City of Fort Worth Fire
Department, until modified by subsequent ordinance:

SECTION 2.
The Mayor and Council Communication ("M&C") that is presented contemporaneously
with this ordinance is hereby expressly incorporated herein by reference for further clarification
and explanation of the purposes and intent of the Council in their adoption of this ordinance.
SECTION 3.
This ordinance shall be cumulative of all. provisions of ordinances and of the Code of the
City Fort Worth, Texas (1986), as amended, except where the provisions of this ordinance are in
direct conflict with the provisions of such ordinances and such Code, in which event conflicting
provisions of such ordinances and such Code are hereby repealed.
SECTION 4.
It is hereby declared to be the intention of the City Council that the sections, paragraphs,
sentences, clauses and phrases of this ordinance are severable, and if any phrase, clause,
sentence, paragraph or section of this ordinance shall be declared unconstitutional by the valid
judgment or decree of any court of competent jurisdiction, such unconstitutionality shall not
effect any of the remaining phrases, clauses, sentences, paragraphs and sections of this
ordinance, since the same would have been enacted by the City Council without the
incorporation in this ordinance of any such unconstitutional phrase, clause, sentence, paragraph
or section.
SECTION 5.
This ordinance shall take effect and be in full force and effect from and after its passage,
and it is so ordained.

SUBJECT:
Adopt Ordinance Adjusting Authorized Civil Service Staffing in the Fire Department (ALL COUNCIL
DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council adopt the attached ordinance specifying the number of authorized
positions in the Fire Department, thereby effectively increasing the number of authorized Fire Department
Civil Service firefighter positions by twenty-four.
DISCUSSION:
The adopted Fiscal Year 2014 budget reduced the authorized staffing level of Civil Service positions in the
Fire Department from 908 to 884 by eliminating 24 firefighter positions. The Fire Department has
subsequently applied for and was awarded the U.S. Department of Homeland Security's Staffing for
Adequate Fire and Emergency Response (SAFER) grant award. This grant application was approved by
City Council on October 29, 2013 reference M&C C-26539 which also authorized the acceptance of
funding to restore the 24 firefighter positions.
The addition of these positions will result in the following changes to the authorized Civil Service staffing of
the Fire Department:
