WHEREAS, the City of Fort Worth ("City") and A CC L.A, Inc., "Consultant made
and catered into City Secretary Contract CSC No. 42877 the "Agreement")
authorized by City Council, via M&C C-25422 on January 31, X012; and
WHEREAS, the Agreement involves implementation cry cc for Autornatlon Pen- ittir g
System Software, training and maintenance services for the 'lirung and Development Department"
and
the pantie previously modified the Agreement via CSC No. 42877-Al to
extend the term of'performance and increase the cost of the Agreement for unanticipated additional
services, and CSC No. 42877-A2 to increase the costs to include additional licenses and
Ma ntcnance CSC Nos, 42877, 42877'-A l and 42877'-A2 are collectively referred to herein as the
Agreement; and
WHEREAS,the parties es wish to further amend the Agreement to extend the Terrn and adjust
the total contact amount to remove a portion of the services from the Agreement for the additional
licenses and maintenance.

NOW THEREFORE, City and Consultant acting herein by and through their duly
authorized representatIves hereby covenant and agree as follows:

Section 21 Term, is hereby amended to extend the Tei off`the ��,roo�or�t to expire upon
completion of all services under the Agreement t but not later than. May 30 2014, whichever occurs
first,unless terminated earlier in accordance with the provisions of this Agreement.

Section 3, Compensation, is hereby amended to reduce the amount to he paid to Consultant
by$17,000.00, which this amount will he paid directly to a suhcont�•actor who will. provide services
under the Agreement. This reduction will result in an amended total contract amount not to exceed

It is recommended that the City Council authorize a Sole Source Contract rw ith Accela, Inc., for the
purchase of Automation Permitting System Software and implementation, trainling and maintenance
services for the Planning and Development Department In the amount of$6313, 2 .0 .
DI§,CU§§1QN:
The contract recommended by this Mayor and Council Communication for the purchase of aware
,and implementation,, training, and maintenance services for a new parcel based permitt,ing system,
Automation. This software and associated services would provide a needed upgrade to the perming
system currently in use by the City of Fort Worth and'approved, by M&C P-,8728 on November 17,
998.
The current permMing,system, l l a, was implemented In 2001, and is at the and of its
functional life. It was designed on a technology whi is no longer ava,ilabl,e or supported. Since the
implementation of Permits Plus, never technologies and functions have been introduced into
permitting software. Some of Automation's upgraded features are electronic plan review capabilities,
built-in workflow system to the time permits are held before issuance, onlln permitting
capabilities aliliowing customers to apply for projects via the, intern et and improved mobile office
solutions is will reduce field Staffs downtime and facilitate expedited record data entry and
updating.
The permit system acts as the City's central repository for data related ted t development activities
(construction permits, zoning and board of adjustment cases, annexations,, ba ilding plan
examinations and inspect*n r �u and i a°tiliz d man ► r it d a en � � �� Water,
ran pw inn and Public works (TPW), Housing and Economic Development, Police, d=ire, Code
Compliance, and Parks and Community Services.
In addition to Automation, Accela, Inc., is also the vendor for the recently acquired Work Order Aare
Management System used TPW/Stoma Water and presents an opportunity for collaboration,
system consolidation and cost sawing char ring.
Accela Automation is the only web-based upgrade for Accela Permits, Plus. Accela is the sole source
id r f all software licenses, maintenance and support for A la Automation and A la Permits
Plus.
The Services Agreement shall be effective on February 1, 2012 and shall expire on May t, 20,13.
ICE ANALYSIS---Ac la, Inc., has proposed a coat of$ 33,820.00 to include all software,
training, travel, implementation and other related tasks required,for the completi n of the upgrade.
City Staff has reviewed this, price and determined it to fir and reasonable nable for the scope f

services proposed.
RENEWAL OPTIONS—The Support Agreement may be renewed for up to four additional one-year
terms,by Mutual Agreement of the parties. This action does not require specific City Council approval
Provided that the City Council has approphated sufficien funds to satisfy the City"s obl'V" ations during
the renewal term., The pricing of each of these four years wIll increase by five per per year and
will be charged as follows.- it Renewal -$142,,848.60, Second Renewal -$149,,991.03, Third
Renewal-$157,490.59, Fourth Renewal -$165,365.12.
M/WBE—A waiver f'the goal of M/WBE subcontracting requirements was requested by the
Purchasing Division and approved by the MANBE Office because the purchase of goods and services
is from sources where subcontracting or supplier opportunities are neglig,ible.
