Ordinance No.21193-04-2014 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE SPECIAL ASSESSMENTS FUND IN THE AMOUNT OF $228,625.00, FROM AVAILABLE FUNDS, FOR THE PURPOSE OF CONSTRUCTION PHASE ENGINEERING SERVICES FOR THE CONSTRUCTION OF ALTAMESA BOULEVARD FROM CHISHOLM TRAIL PARKWAY TO GRANBURY ROAD; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF Tf IE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2013-2014 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Special Assessments Fund in the amount of $228,625.00, from available funds, for the purpose of construction phase engineering services for the construction of Aftamesa Boulevard from Chisholm Trail Parkway to Granbury Road. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or Judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be Cumulative of Ordinance No. 20952-09-2013 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize the transfer of$228,625.00 from the Special Assessments Fund to the 2007 Critical Capital Projects Fund; 3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the 2007 Critical Capital Projects Fund in the amount of$228,625.00 from developer contributions; and 4. Authorize execution of Amendment No. 6 to City Secretary Contract No. 38775, an Engineering Agreement with Kennedy Consulting, Ltd., in the amount of$228,625.00 for construction phase services to help facilitate the construction of Altamesa Boulevard f/k/a Dirks Road from Chisholm Trail Parkway, SH 121 to Granbury Road. DISCUSSION: This Agreement is for engineering services for the design of Altamesa Boulevard f/k/a Dirks Road as a six lane divided principal arterial from Chisholm Trail Parkway, SH 121 to Granbury Road City Project No. 00768. The project also includes a new railroad bridge structure, retaining wall, sidewalk, water main adjustments, traffic signal modifications and street lights. This contract amendment is for on-call construction phase engineering services that are required due to the complex nature of this multi-agency project. The construction phase services include quantity assessment, response to Request for Information (RFIs), review and assessment of change orders and related suggested alternatives, review and approval of shop drawings, site visits and planning meetings, final walk through and punch list and surveying services.
