RENEWAL OF THE STOP SIX
NEIGHBORHOOD EMPOWERMENT ZONE
WHEREAS, on April 25, 2000 the City of Fort Worth City Council ("Council")
approved a Policy Statement on the Creation of Local Neighborhood Empowerment
Zones; and
WHEREAS, on October 3, 2000 the Council approved the criteria to determine
whether an area would be eligible to be designated as a Neighborhood Empowerment
Zone (NEZ); and
WHEREAS, on February 24, 2004, the Council approved the creation of the Stop
Six NEZ and Fort Worth Neighborhood Empowerment Reinvestment Zone (FWNERZ)
No. 17; and
WHEREAS, it is being proposed that the Stop Six NEZ be renewed as shown on
Exhibit A; and
WHEREAS, the Council finds that the renewal of the Stop Six NEZ: (1) would
promote the creation or rehabilitation of affordable housing in the zone and an increase
in economic development in the zone, and (2) is 100% within the Central City and 100%
within the Community Development Block Grant eligible area; and
WHEREAS, the Council finds that the creation of the Stop Six NEZ benefits and
is for the public purpose of increasing public health, safety and welfare; and
WHEREAS, the council finds that the Stop Six NEZ satisfies the requirements of
Section 312.02 of the Tax Code; and
WHEREAS, the Council finds that the proposed renewal of the Stop Six NEZ
meets the criteria for NEZ designation.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF FORT WORTH, TEXAS:
Section 1. The facts and recitations contained in the preamble of this Resolution
are hereby found and declared to be true and correct.
Section 2. The Stop Six NEZ is hereby renewed as set forth in Exhibit A, Stop Six

Section 3. The Council adopts all basic incentives as described in the
Neighborhood Empowerment Zone Basic Incentives (M&C G-17901) and as amended for
the Stop Six NEZ area renewal.
Section 4. The designation shall expire on April 14, 2024.

CITY OF FORT WORTH, TEXAS:

Stop Six
General Description
The area to be designated as Fort Worth Neighborhood Empowerment Reinvestment Zone No.
17 for tax abatement purposes contains 4.1 square miles of land and is described below:
On the North: Beginning at the intersection of Union Pacific Railroad and the northwest corner
of Lot 1, Block 2 of the Murray Hill Addition, as recorded in Volume 63, Page 117 of the
Tarrant County plat records, thence east on Union Pacific Road to Tierney Road, thence north on
Tierney Road to Old Handley Road, thence east on Old Handley Road to Union Pacific Railroad,
thence east on Union Pacific Railroad to Interstate 820.
On the East: Beginning at the intersection of Interstate 820 South and Union Pacific Railroad,
thence south along Interstate 820 South to Oakdale Drive.

Conduct a Public Hearing, Adopt Resolution Re-Designating the Stop Six Area as a Neighborhood
Empowerment Zone and Adopt Ordinance Re-Designating the Fort Worth Neighborhood Empowerment
Reinvestment Zone No. 17 (COUNCIL DISTRICT 5)
RECOMMENDATION:
It is recommended that the City Council:
1, Conduct a public hearing regarding the re-designation of the Stop Six area Fort Worth Neighborhood
Empowerment Reinvestment Zone No. 17, pursuant to the Texas Property Redevelopment and Tax
Abatement Act, Tax Code Chapter 312;
2. Adopt the attached resolution to re-designate the Stop Six area as a Neighborhood Empowerment
Zane; and
3. Adopt the attached ordinance re-designating the Stop Six area as Fort Worth Neighborhood
Empowerment Reinvestment Zone No. 17, pursuant to the Texas Property Redevelopment and Tax
Abatement Act, Tax Code, Chapter 312.
DISCUSSION:
The City Council approved the Policy Statement on the creation of Local Neighborhood Empowerment
Zone (NEZ) on April 25, 2000 (M&C G-12897) and amended it on December 7, 2010 (M&C G-17133), in
accordance with Chapter 378 of the Texas Local Government Code, The City Council also authorized the
City Manager to identify neighborhood areas that may be eligible for NEZ designation and to develop
administrative procedures for the NEZ Program.
The NEZ Administrative Procedures were adopted by the City Council on October 3, 2000 (M&C G-
13030) and amended on May 15, 2007 and December 7, 2010 to initiate improved program
requirements. The procedures included two methods by which a NEZ may be designated:
1. City Council designation; or
2. A neighborhood sponsor application process.
On May 21, 2013, by Resolution No. 4209-05-2013 (M&C G-17901) the City Council elected to be eligible
to participate in tax abatements and has established guidelines and criteria governing Tax Abatement
Agreements entered into by the City and various third parties, as authorized by and in accordance with
Chapter 312 of the Texas Tax Code.

On February 24, 2004. (K0&C G-14272) the City Council adopted Resolution NO, 3O48tO designate the
Stop Six area as o Neighborhood Enlp0vvenQBOt Zone /NE3l and adopted C)ndiDann8 NO. 15886' which
designated the area as Fort Worth Neighborhood Empowerment Reinvestment Zone (FVVNERZ) No. 17.
The Stop Six NEZ will be re-clesignated by the City Council upon the adoption of the Resolution attached
to this Mayor and Council Communication, The area within the Stop Six NEZio also being re-d8sigD@t8d
as 8 Fort Worth Neighborhood EnopOvver[D8nt Reinvestment Zone No. 17 (FVVNERZ), pursuant to the
Texas Property Redevelopment and Tax Abatement Act, Tax Code, Chapter 312 so that tax abatements
may be granted within the designated area,

miles in size and meets the following designation requirements under the City' s NEZ policy:
• Promotes the creation of quality affordable housing inthe zone;
• Will bring about economic development iO the zone;

• |a1OO percent within the Central City and 1OO percent of the proposed NEZ area is
ConnOlVDib/ Development Block Grant (CDBG) eligible;
• Is considered distressed based on census data on population, socio-clemographics and
other factors-, and
• Meets criteria for Reinvestment Zone designation in that the an8a, is reasonably likely as @
result of the designation to contribute to the retention or expansion of primary
employment or to attract major investment in the zone that would be a benefit to the
property, and that would contribute tO the economic development of the City.
Staff recommends re-clesignating the Stop Six NEZ and renewing the Reinvestment Zone designation to
promote further development in the Stop Six area. The public hearing notice was published in the Fort
Worth Star-Telegram On April 4. 2D14,
The Stop Six NEZ and the FVVNERZ are located in COUNCIL DISTRICT 5.
