HomeMy WebLinkAbout2014/04/22-Minutes-City Council-Executive Session CITY OF FORT WORTH, TEXAS SPECIAL CITY COUNCIL MEETING CLOSED EXECUTIVE SESSION APRIL 22, 2014 After proper notice given pursuant to the Texas Open Meetings Act, Mayor Price adjourned the Council meeting of the Fort Worth City Council at 9:27 a.m. on Tuesday, April 22, 2014, to convene into the Special City Council Meeting for the closed Executive Session in the Pre- Council Chamber of the Fort Worth Municipal Building. Present: Mayor Betsy Price Council Member Salvador Espino, District 2 Council Member Daniel Scarth, District 4 Council Member Gyna Bivens, District 5 Council Member Jungus Jordan, District 6 Council Member Dennis Shingleton, District 7 Council Member Kelly Allen Gray, District 8 Council Member Joel Burns, District 9 Absent: Mayor Pro tem W.B. "Zim" Zimmerman, District 3 Staff Present: Tom Higgins, City Manager Sarah Fullenwider, City Attorney Mary J. Kayser, City Secretary Fernando Costa, Assistant City Manager Susan Alanis, Assistant City Manager Charles Daniels, Assistant City Manager (out 4:50 to 5:03) Gerald Pruitt, Deputy City Attorney Peter Vaky, Deputy City Attorney Brandon Bennett, Code Compliance Art Bashor, Assistant City Attorney Elmer Depaula, Code Compliance Jeff Hallstead, Police Chief Daniel Garcia, Assistant Chief David Ondich, Human Resources Brian Dickerson, Human Resources Al Henderson, Human Resources With a quorum of the City Council Members present, the Fort Worth City Council convened into closed Executive Session at 9:30 a.m. on Tuesday, April 22, 2014, in the Pre-Council Chamber of the Fort Worth Municipal Building to discuss matters pertaining to the following: CITY OF FORT WORTH, TEXAS SPECIAL CITY COUNCIL MEETING APRIL 22, 2014 PAGE 2 of 2 1. Seek the advice of its attorneys concerning the following pending or contemplated litigation or other matters that are exempt from public disclosure under Article X, Section 9 of the Texas State Bar Rules and as authorized by Section 551.071 of the Texas Goverm-nent Code: a. Legal issues concerning the regulation of student housing; b. Legal issues concerning the regulation of food cooperatives; c. Legal issues related to the City's non-occupational injury and illness policies; and d. Legal issues concerning any item listed on today's City Council meeting agendas; 2. Deliberate the purchase, sale, lease or value of real property in accordance with Section 551.072 of the Texas Government Code. Deliberation in an open meeting would have a detrimental effect on the position of the City in negotiations with a third party; and 3. Deliberate concerning economic development negotiations as authorized by Section 551.087 of the Texas Government Code; and 4. Deliberate the deployment, or specific occasions for implementation, of security personnel or devices, in accordance with Section 551.076 of the Texas Government Code; and 5. Deliberate issues concerning the appointment of a City Manager in accordance with Section 551.074 of the Texas Government Code. The City Council recessed Executive Session at 9:45am The City council reconvened into Executive Session at 10:53 am. Couricilmember Espino arrived at 10:56 am. There was no formal action taken by the City Council on the items discussed during the Executive Session and with no further business to be conducted, Mayor Price adjourned the meeting at 11:18 a.m. on Tuesday, April 22, 2014.
