DISCUSSION:
Educational Services Center Region 11 (ESC) is one of 20 education service centers established by the
Texas State Legislature in 1967. It provides professional development, technical assistance and
management of educational programs to 77 public school districts and 52 charter campuses in a 10
county area in north central Texas.
In 2013, the ESC applied for and received a USDA Rural Utilities Distance Learning and Telemedicine
grant to establish a consortium to bring the benefits of video technology to students and teachers, to share
curriculum, and to enrich learning experiences. Because of its commitment to offer learning programs for
children, the Fort Worth Library (Library) was selected to become a participating consortium member. The
consortium membership enables the ESC to provide the Library with distance learning equipment,
technical assistance, and training necessary to deliver educational programs to schools.
The Library will use the technology provided by the consortium to share its learning programs with schools
that meet the grant criteria, and to connect children who visit the Youth Center with learning opportunities
from across the world. The Library commits to sustaining the program for three years. A membership fee
is assessed each year. The Fort Worth Public Library Foundation pledged to underwrite the amount of
$14,000.00 required for the three year membership commitment.
