AN ORDINANCE AMENDING ORDINANCE No. 7069, WHICH
ORDINANCE ESTABLISHED A COMMUNITY DEVELOPMENT
COUNCIL FOR THE PURPOSE OF ASSISTING THE CITY
COUNCIL IN SETTING PRIORITIES FOR PROJECTS IN-
ITIATED WITH FEDERAL FUNDING AND COMPLYING WITH
REQUIREMENTS OF THE UNITED STATES DEPARTMENT OF
HOUSING AND URBAN DEVELOPMENT FOR FEDERAL GRANTS;
PROVIDING FOR A MEMBERSHIP OF NINETEEN, EACH FROM
A DEFINITIVE GROUP; PROVIDING FOR THE APPOINTMENT
OF A COMMUNITY DEVELOPMENT COORDINATOR, AUTHORIZ-
ING THE MAKING OF RECOMMENDATIONS TO THE CITY
COUNCIL BY DESIGNATING ADDITIONAL "AT LARGE"
POSITIONS; PROVIDING A SEVERABILITY CLAUSE; AND
NAMING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS:
SECTION 1.
That ordinance No. 7069 is hereby amended so that here-
after same shall be and read as follows: A Community Devel-
opment council is hereby established for the purpose of assisting
the city Council in setting priorities for projects to be init-
iated with Federal funding and complying with Federal grant re-
quirements and limitations of the United States Department of
Housing and Urban Development.
SECTION 2.
The Community Development Council herein provided for
shall be comprised of nineteen (19) members to be appointed by
the city council each of whom shall be a resident of the City.
The community Development council shall be comprised of repre-
sentation from:
Place Group
1 Builders Association of Fort worth
& Tarrant county/at large
2 Fort worth Board of Realtors/at large
3 Community Action Agency/at large
4 Fort Worth independent School District/
at large
5 mortgage Bankers Association/at large
6 Housing Authority of the City of Fort
Place Group
Worth/at large
7 City Plan Commission/at large
8 City Zoning Commission/at large
9 Human Relations Commission/at large
10 City Council member
11 City Council Member
12 Sector Planning Council/at large
13 Sector Planning Council/at large
14 Sector Planning Council/at large
15 At large
16 At large
17 At large
18 At large
19 At large
After the initial appointments hereunder, the members of
the Community Development Council shall hold office for a term
of two (2) years unless removed prior to the completion of
such term. The initial appointments of members to even-
numbered places shall be for a term of two (2) years; the
initial appointments of members to odd-numbered places shall
be for a one (1) year term. Thereafter, each of such places
shall be filled by appointment for a two (2) year term.
SECTION 3.
A Community Development Coordinator shall be appointed
by the City Manager, and such officer or his authorized repre-
sentative shall serve as the non-voting Secretary of the Com-
munity Development Council. It shall be the duty of the Secre-
tary to prepare and be custodian of all necessary minutes and
records.
SECTION 4.
The community Development Council shall review the var-
ious proposed Federal projects and plans for community develop-
ment and make recommendations to the city Council with regard
to such projects and plans toward the goal of providing decent,
safe and sanitary housing for low and moderate income families
in Fort Worth.
SECTION 5.
It is hereby declared to be the intention of the city
Council that the sections, paragraphs, sentences, clauses
and phrases of this ordinance are severable, and if any
phrase, clause, sentence, paragraph or section of this ordi-
nance shall be declared unconstitutional by the valid judg-
ment or decree of any court of competent jurisdiction, such
unconstitutionality shall not affect any of the remaining
phrases, clauses, sentences, paragraphs and sections of
this ordinance, since the same would have been enacted by
the City Council without the incorporation in this ordinance
of any such unconstitutional phrase, clause, sentence, para-
graph or section.
SECTION 6.
This ordinance shall be in full force and effect from
and after the date of its passage, and it is so ordained.

Informal Report leo. 2795, dated October 29, 1976, was submitted to t'he City
Council suggestiag three alternate structures for Co uuueauniit
Development Council membership. The report: upas prepared following inquiries
from City Council representatives on the Community Development Council con-
cerning the possibility of revising Ordinance No. 7069 to allow the City
Council more flexibility in making CDC appointments. After the Informal
report was reviewed by the City Council, the report was forwarded to the
Con nnunity Development Council for their consideration and recommendation
before final action by the City Council. Ordinance No. 7069 requires that
iorurteeku members be appointed from designated groups and five uuueauube rs be
appointed to lit-targe positions.
On November 8, 1976, during a regularly scheduled meeting of the Community
"Development Counci ,, the membership suggested a. fourth alternative which was
presented to the City Council in X&C C-3228 dated November 22, 1,976, The
Council directed that an Ordinance be prepared implementing, the fourth
alternative which provided for At-large appointments to the fourteen positions
currently listed in Ordinance No. 7069 in addition to the five At-Large tats. -
tions presently on the nineteen member council.
Recommendation
It is recommended that the City Council adopt the attached revision to
Ordinance No. 7069 as prepared by the Department of Loin.
