WT&CTION 2.
The zoning regulations and districts, as herein established, have been
made in accordance with a comprehensive plan for the nu"pose of promoting health,
safety, morals, and the general welfare of the cornrnunity. They have been designed
to lessen congestion in the streets; to secure safety from fire, Panic and other
dangers; to iarovide adequate light ard air; t-,o prevent the overcrowding of land*
to avoid undue concentration of population; to facilitate the adequate provision
of transportation, water, sewc,,rac,'a, -),irks anfl other public requirements. They
have been made with reasonable consideration, among other things, of tho character
of the districts and its peculiar suitability for the particular uses and with
a view of conserving the value of budIdings wul encouraging tLe most appropriate
use of land throughout the cormuinity.
MOTION 3.
T.'his ordinance shall be ciariulative of all other ordinances of the City
of Fort Worth affecting zoning a?,,-id shall not repeal any of the provisions of
said ordinance except in those instances where provisions of those ordinances
are in direct conflict with the r.)rovisions of this ordinance.

13hould any section, clause or provision of this ord-inance be declared b/'
the Court to be invalid, the sairie shall not al'fect the validity of the ordinance
as a whole or any part therecd, othar than the 1;,jtrt so declared to be inval-id.
5 C'Tiui 5.
Any person, firm or corporation who violates, disobeys, omits, neglects
or refuses to comply with or who resists the emforcernent of any of the provisions
of this ordinance shall. be fl-rieo. not less than Five and No/100 Dollars W-00)
nor more than Two Hundred and No/100 Dollars (411,,200.(X)) for each offense. Each
day that a violation is permitted to exist shall constitute a separate offense.
