HomeMy WebLinkAboutOrdinance 21270-06-2014 i Ordinance No.21270-06-2014 I AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE SPECIAL DONATIONS FUND IN THE AMOUNT OF $50,000.00 FROM AVAILABLE FUNDS, SUBJECT TO RECEIPT OF A GRANT FROM THE FRIENDS OF THE FORT WORTH NATURE CENTER AND REFUGE, INC., FOR REPAIRS TO THE CROSS TIMBERS LEVEE AT THE FORT WORTH NATURE CENTER & REFUGE; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL,OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. I That in addition to those amounts allocated to the various City departments for Fiscal Year 2013-2014 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Special Donations Fund in the amount of$50,000.00 from available funds, subject to receipt of a grant from the Friends of the Fort Worth Nature Center and Refuge, Inc., for repairs to the Cross Timbers ! Levee at the Fort Worth Nature Center&Refuge. I i SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or I void for any reason by a court of competent jurisdiction,such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining 1 provisions shall be and remain in full force and effect. I SECTION 3. r I That this ordinance shall be cumulative of Ordinance No. 20952-09-2013 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize the acceptance of a $50,000.00 grant from the Friends of the Fort Worth Nature Center and Refuge, Inc., as matching funds for repairs to the Cross Timbers Levee at the Fort Worth Nature Center and Refuge; and i 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the i Special Donations Fund in the amount of$50,000.00, subject to the receipt of the grant from the Friends I of the Fort Worth Nature Center and Refuge, Inc. i DISCUSSION: i The purpose of this Mayor and Council Communication is to authorize the acceptance of a $50,000.00 grant from the Friends of the Fort Worth Nature Center and Refuge, Inc. (Friends), as matching funds for repairs to the Cross Timbers Levee at the Fort Worth Nature Center and Refuge and adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the'Special Donations Fund in the amount of$50,000.00, subject to the receipt of the grant from the Friends. The Friends is a non-profit, 501(c)(3) organization formed in 1974 to support the operation of the Fort Worth Nature Center and Refuge (FWNC&R) through financial and in-kind contributions. In 2013, Friends received a $25,000.00 grant from Wells Fargo (administered by the National Fish and J Wildlife Foundation) towards the funding of repairs to the Cross Timbers Levee-at the FWNC&R. This reimbursement grant requires a 2:1 match. The Friends wish to provide the matching funds by making a grant of$50,000.00 from the Nature Center's Entry Gate Special Fund, which Friends manage according to an Agreement with the City of Fort Worth (City Secretary Contract No. 32955). i Repairs to the Cross Timbers Levee, which has been closed to the public for safety reasons for over two years, will allow visitors access to over 1,000 acres of prime parkland, including the Ancient Cross Timbers Forest which was recognized in 1980 by the U.S. Department of the Interior as a National Natural Landmark. In addition to the two grants previously mentioned, the 2014 Bond Program Proposition includes $350,000.00 towards this project. The Friends have earmarked an additional $50,000.00 with plans to raise more. The projected total cost to repair the Cross Timbers Levee is $550,000.00. i Logname: 80CT LEVEE GRANT Page 1 of 2 The acceptance of this grant was endorsed by the Parks and Community Services Advisory Board on April 23, 2014. The Fort Worth Nature Center and Refuge,is located in COUNCIL DISTRICT 7, and serves ALL COUNCIL DISTRICTS. i FISCAL INFORMATION /CERTIFICATION: The Financial Management Services Director certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the current capital budget, as appropriated, of the Special Donations Fund, and the Parks and Community Services Department will be responsible for the collection and deposit of funds granted to the City.
