BE IT ORDAINED BY THE CITY C(AJ,NIC111.1 OF THE CITY OF FORT WORTH, TEXAS: SECTION L That in addition to those amounts allocated to the various City departments for Fiscal Year 2013-201.4 in the Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $1.06,531.00, subject: to receipt of the Fiscal Year 2014 Paul Coverdell Forensic Science Intprovenient Grant from the United States Department of Justice, National. Institute of Justice, for the purpose of ffinding educational courses, registration fees, associated travel expenses and equipment and software upgrades for the Fort Worth Police Departinent's Crime Lab. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of coni.petent j urisd iction, such decision, opin ion or j udgment shall in no way irnpair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. Ratify the application for the Fiscal Year 2014 Paul Coverdell Forensic Science Improvement Grant from United States Department of Justice, National Institute of Justice„ in the amount of$106,531.00; 2, Authorise the acceptance of the grant funds, if awarded; 3. Authorise the execution of n Agreement with the National Institute of Justice" and Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund in the amount 106,531,00, upon receipt of the grant. DISCUSSION: The United States Department of Justice, National Institute of Justice's Fiscal Year 2014 Paul Coverdell Forensic Science Improvement Grants Program provides funding for state and local governments to improve the quality and timeliness of forensic services and/or eliminate backlogs in the analysis of forensic evidence including controlled substances, firearm and tool mark examinations, latent prints, toxicology and trace evidence. The Fort Worth Police Department (FWPD) is requesting funding under the Fiscal Year 2014 Paul Coverdell Forensic Science Improvement Grant in the amount of 100„531.0 for° educational courses, registration fees, associated travel expenses, and equipment and software upgrades for the FWPD°s Crime Lab. Registration and course fees, along with the associated travel funds for the Crime Lab staff to attend various conferences„ workshops and classes total 19,962.00. A total amount of is also requested to cover several software programs to improve the efficiency of the Crime Lab such as the purchase of quality/management compliance software and software upgrades for four gas chromatograph spectrometer instruments and other lab equipment. Additionally, the amount of$16,780.00 is requested in the equipment category to provide an LED light source and accessories that will be used to examine evidence, a high resolution digital camera and accessories to replace the current broken a and outdated system that will assist with the Crime Lab's current photographic needs to capture evidence, and a new computer to replace aging computer hardware used to load software and run samples that identifies drugs.
