AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE ENVIRONMENTAL PROTEC" [ON PROJECT hLJND IN
THE AMOUNT OF $400,000.00, SUBJECT TO RECEIPT OF A TRANSFER FROM
THE ENVIRONMENTAL PROTECTION OPERATING FI JND, FOR THE PURPOSE
OF FUNDING ENVIRONMENTAL PROJECTS AS NE'EDI D; PROVIDING FOR A
SEVERABILITY CLAUSE; MAKING THIS ORDINANCE (.,t.JMtJl_,ATIVE OF PRIOR
ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT 1LI;REWITH; AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTII
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2013-2014 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Environmental Protection Project Fund in the amount of$400,000.00, subject to receipt of a transfer from
the Environmental Protection Operating Fund, for the purpose of funding environmental projects as needed.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance., which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 20952-09-2013 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Appropriation Ordinance (ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council,
1. Authorize the transfer of$400,000.00 from the Environmental Protection Operating Fund R103 to the
Environmental Protection Project Fund R1019 and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Environmental Protection Project Fund R101 in the amount of 00,000.00 to fund environmental projects
as needed.
DISCUSSION:
Each year funds for major environmental services projects are budgeted for-transfer from the
Environmental Protection Operating Fund ( 1 ) to the Environmental Protection Project Fund (R101) for
environmental projects as needed. By transferring to the Project Fund it allows tracking of individual
project costs. The Fiscal Year 2014 Budget as adopted by City Council on September 1 , 2013 through
Ordinance 20952-09-2013 included these funds as well as the intended transfer.
The Transportation and Public Works Department, Environmental Management Division contracts for
professional environmental services for a variety s , including, but not limited to underground
storage tank investigations, groundwater monitoring, soil sampling and removal of contaminated soil,
design and installation of remediation strategies and re a lion site closures, Phase I and II
Environmental Site Assessments, development of Stormwater Pollution Prevention Plans and Spill
Prevention, Control and Countermeasure Plans and air pollution modeling.
These funds will be used across ALL COUNCIL DISTRICTS.
FISCAL INFORMATION /CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above recommendations
and adoption of the attached appropriation ordinance, funds will be available in the current operating
budget, as appropriated, to the Environmental Protection Project Fund.
