HomeMy WebLinkAboutContract 29007-A2 AMENDMENT NO. 2 STATE OF TEXAS S CITY SECRETARY CONTRACT NO.D QO'1—A,-�, (M6C Required) COUNTY OF TARRANT S WHEREAS, the City of Fort Worth (City) and TranSystems Corporation d/b/a TranSystems Corporation Consultants, (Engineer) made and entered into City Secretary Contract No. 29007, (the Contract) which was authorized by the City Council by M6C C-19678 on the 29th day of July, 2003 and subsequently revised by one amendment; and WHEREAS, the Contract involves engineering services for the following project: Sanitary Sewer Main 253 Replacement. WHEREAS, it has become necessary to execute Amendment No. 2 to said Contract to include an increased scope of work and revised maximum fee; NOW THEREFORE, City and Engineer, acting herein by and through their duly authorized representatives, enter into the following agreement which amends the Contract: 1. Article I, of the Contract is amended to include the additional engineering services specified in M6C C-23685, adopted by the City Council on the 28th day of July, 2009 and further amplified in a proposal letter dated October 2, 2008, copies of which are both attached hereto and incorporated herein. The cost to City for the additional services to be performed by Engineer total $77,344.00. 2. Article II, of the Contract is amended to provide for an increase in the maximum fee to be paid to Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall not exceed the sum of $1,002,922 .00. Authorize the transfer of$77,344.00 from the Water and Sewer Operating Fund to the Sewer Capital Projects Fund; 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriation in the Sewer Capital Projects Fund in the amount of$77,344.00; and 3. Authorize the City Manager to execute Amendment No. 2 in the amount of$77,344.00 to City Secretary Contract No. 29007 with TranSystems Corporation, d/b/a TranSystems Corporation Consultants, for Sanitary Sewer Main 253 Replacement thereby increasing the contract amount to $1,002,922.00. DISCUSSION: On July 29, 2003, (M&C C-19678)the City Council authorized the City Manager to execute an Engineering Agreement(Agreement) in the amount of$890,335.00 with TranSystems Corporation, d/b/a TranSystems Corporation Consultants, for Sanitary Sewer Main 253 Replacement from the Woodhaven Boulevard/Randol Mill Road intersection easterly to the Village Creek Wastewater Treatment Plant. The Agreement was subsequently revised by Amendment No. 1 (M&C C22534, November 27, 2007) in the amount of$35,243.00 that provided for the additional services necessary to complete Archeological Investigations required by the Texas Water Development Board. Amendment No. 2 will provide compensation for additional survey, geotechnical engineering and testing services to modify the alignment due to recent development activity previously approved within the project area. TranSystems Corporation, d/b/a TranSystems Corporation Consultants, proposes to perform the necessary additional engineering services for a lump sum fee of$77,344.00. City staff considers this fee to be fair and reasonable for the scope of services proposed. TranSystems Corporation Consultants, d/b/a TranSystems Corporation Consultants, is in compliance with the City's M/WBE Ordinance by achieving 15 percent M/WBE participation on this project. The City's M/WBE goal is 11 percent. We have prepared this amendment request for services regarding engineering, surveying and coordination. 1. Reuse Water Line Layout $6,500 • TSC will develop a reuse water alignment along the proposed M-253 sewer alignment(32,000 If). TSC shall review the reuse water line location within a proposed sewer/reuse water easement,and move the line to street right-of-way where required. Task includes providing various sized exhibits of the easement alignment, realignment of proposed sewer to coincide with the proposed easement,easement realignment due to future gas improvements through 2007, meetings(8),and City coordination. This item does not include plans for the proposed reused water line. 2. Formal City Project Meetings $17,550 • Numbers of project meetings have exceeded the original projections in the 2002 Contract.There are currently two formal meetings a month with a detailed report. This task anticipates 2 years of meeting starting February 2008. 3. Owner Meetings $ 1,610 • TSC was directed by the City to met with the owner of Rio De Caballos and Wetland Partners.At the Rio De Cabellos meeting,TSC review previously surveyed property,and explained design near ponds. At the Wetland Partners meeting,TSC provided exhibits,explain project details, impacts and advantages within the mitigation bank. 4. TWDB Meeting $3,080 • City directed TSC to meet with Texas Water Development Board and Texas Historical Commission in Austin to discuss project progress. TSC provided the preparation,coordination,and exhibits. 5. Easement Coordination $5,850 • Additional coordination of easements and condemnation due to delay in schedule 1 r;•lFW(191M.ri5lPmLgr AMmflr.nntraMclArmnd')%;krndmant 9(JR9.gnR Mr. • Prepare condemnation exhibits for internal and landowner meetings(10) • City directed TSC to prepare individual right-of-entry letter size exhibits(25) for properties along the project to clarify the location of proposed sewer and reuse water line. 6. TCP $1,450 • TSC will prepare a traffic control and detour sheets for Part 1 7. Surveying McGuffin, $6,980 • The approved alignment was impacted by a new development. A reroute was required around the perimeter of the new platted property. TSC will survey approximately 3650 linear feet. Survey includes topographic survey, preparation of data,reestablishment of control,one call and staking for the owner. 8. Survey verification $20,590 This proposed work would verify 22,000 linear feet(Part 2 and 3)of the project since survey was performed in 2005. Work completed would include verification of ownership,update topography, reestablishing control,walk project and add improvement,and coordination with owners. 9. Survey and develop the drainage easement with Waterchase Estates $ 3,220 • Work includes right of entry, research property,establish control,field survey, and developing description and exhibit. 10. Tree removal application $ 555 • TSC will prepare application for residential and City property. TSC will also develop aerial exhibits. Subtotal $67,383 Subconsultants 1. Center line staking of Waterchase Estates $ 3,500 • Provide centerline staking of 7 property owners. Original laves were staked years ago. 2. Staking • The City directed TSC to restake the Schaller property. The landowner had $ 456 been requesting that the City restake the proposed sewer easement. 3. Soil boring in McGuffins property and in Waterchase Estates $ 5,100 • Soil borings are needed at the McGuffin property(creek crossing)and in the Waterchase Estates(50'deep bore).
