AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $83,293.54,
SUBJECT TO RECEIPT OF A GRANT FROM THE TEXAS DEPARTMENT OF
PUBLIC SAFETY UNDER THE FISCAL YEAR 2011 HOMELAND SECURITY
GRANT PROGRAM URBAN AREA SECURITY INITIATIVE LAW ENFORCEMENT
TERRORISM PREVENTION GRANT, FOR THE PURPOSE OF ONGOING
SECURITY PROJECTS AND FIRST RESPONDER PERSONAL PROTECTIVE
EQUIPMENT, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2013-2014 in the
Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the Grants
Fund in the amount of$83,293.54, subject to receipt of a grant from the Texas Department of Public Safety
under the Fiscal Year 2011 Homeland Security Grant Program Urban Area Security Initiative Law
Enforcement Terrorism Prevention Grant, for the purpose of ongoing security projects and first responder
personal protective equipment.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 20952-09-2013 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize Acceptance of an Additional Award in the Amount of$83,293-54 in Fiscal Year 2011 Homeland
Security Grant Program Funds from the Texas Department of Public Safety, Authorize Execution of
Related Documents and Adopt Appropriation Ordinance (ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the acceptance of an additional award in the amount of$83,293.54 from the Texas
Department of Public Safety to the City of Fort Worth under the Fiscal Year 2011 Homeland Security
Grant Program, Urban Area Security Initiative Law Enforcement Terrorism Prevention Grant, CFDA No.
97.067 and execution of any related documents and Agreements; and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund in the amount of$83,293.54, subject to receipt of the additional award.
DISCUSSION:
On January 10, 2012, (M&C C-25401) the City Council approved and accepted the Fiscal Year 2011
Homeland Security Grant administered by the Texas Department of Public Safety (DPS). As a result of
that action, the City of Fort Worth (City) was awarded a credit in the amount of$1,855,400.00 under the
Homeland Security Grant Program (HSGP), Urban Area Security Initiative (UASI) Law Enforcement
Terrorism Prevention Grant Program (LETPA) for the procurement of homeland security related
equipment and services.
An additional award in the amount of$83,293.54 has been granted to the City from uncommitted State
and regional HSGP funds for a total award in the amount of$1,938,693.54. The Office of Emergency
Management will allocate the funds towards onging security projects and first responder personal
protective equipment.
The current 2011 UASI LETPA award expired on May 30, 2014. An extension request to July 31, 2014
has been submitted to the State Administrative Agency to allow time to expend these additional funds. In
the event the extension request is not approved, the additional funds will be returned to DPS.
This special award has no local match requirement.
FISCAL INFORMATION / CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above recommendations,
receipt of the grant, and adoption of the attached appropriation ordinance, funds will be available in the
current operating budget, as appropriated, of the Grants Fund.
