Call to Order With a quorum of the board members present, President Price called the meeting of the Crime Control and Prevention District Board (CCPD) of Directors to order at 5:30 p.m., on Thursday, February 20, 2014, in the Pre -Council Chamber of the Fort Worth Municipal Building, 1000 Throckmorton, Fort Worth, Texas 76102. II. Approval of November 7, 2013 Minutes Motion was made by Director Jordan and seconded by Director Bivens to approve the minutes of the November 7, 2013, Crime Control and Prevention District Board of Directors Meeting. The motion carried 6-0 with Vice President Zimmerman and Directors Burns and Allen Gray absent. III. Upcoming and Recent Events March 29, 2014 will be the Annual Citizens on Patrol Appreciation luncheon. May 7, 2014 Fort Worth Police Department Annual Police Officers Memorial Service. Code Blue Advisory Committee - Captain Stuart Captain Stuart provided an update on the Code Blue Advisory Committee duties and membership. • Duties — Provide input regarding the current and future needs of the COP program — Research available options to Fort Worth's COP Program — Research best practices regarding similar programs in other cities • Membership: 5 COP Coordinators and 4 spokespersons from existing committees • Additional members to be added — COP committees • Website • Marketing & Communication and Culture • Recruitment and Retention • COP Training There was no action required on this item. V. Written Reports A. At -Risk Youth Programs Effectiveness Report - Becky McGibson Ms. McGibson reported that the At- Risk Youth Programs are part of the Partners with a Shared Mission CCPD Funding category. She discussed the data that is currently being gathered and how that might be enhanced by utilizing the SPARC model. She noted that the number of juvenile related offences and the gang related offenses have both declined in the past five years. B. 1st Quarter Program Report FY 2014 - Jacob Browning Sandra Garcia noted that for fiscal year 2014 sales tax is expected to be $700,000 over what was projected. In addition, the fund balance will be $2,072,000 under the 37% requirement of $23,000,000. President Price noted that some of the fund balance was used for the training facility and the increase in sales tax goes a long way towards replenishing that amount. Second Opportunity for Success Program Report for Fiscal Year 2013 - Wayne Vaughn, Director of School and Community Based Services for Lena Pope Home, Inc. Second Opportunity for Success (SOS) provides youth and parents the encouragement and skills needed to make changes early. This helps to avoid larger, more difficult and more expensive course corrections later. Mr. Vaughn discussed the program and the objectives: The program: ■ Diversionary program for youth 10-16 with no prior involvement with the juvenile system ■ Youth referred directly by police officers ■ Educational and interactive seven week group) ■ Family focused - Parent and Youth ■ Parent group offered in English and Spanish ■ 30, 60 and 90 day follow up sessions The objectives: ■ Provide social skills training to students ■ Increase positive parent interactions between the youth and parents or guardians ■ Increase effective communication between the youth and parents or guardians ■ Increase the use of positive parenting strategies ■ Provide a positive learning experience ■ Provide follow up services to ensure continued success The outcomes are: Successful completion of the program, improve family relationships, successful school attendance rate and a decrease in recidivism. In FY 13 77 families served, 7 youth have reoffended, 91 % have not reoffended. The total direct service programs expenses are $63, 268 and CCPD contributes $49, 737. Mr. Vaughn noted the fiscal value of the program ■ Without SOS ■ 21 would traditionally reoffend in the first year ■ 8 of those would reoffend within one year ■ 3 of these would then reoffend within one year 0 $183,214 CITY OF FORT WORTH, TEXAS CRIME CONTROL AND PREVENTION DISTRICT BOARD OF DIRECTORS FEBRUARY 20, 2014 Page 4 of 5 ■ With SOS ■ 7 have reoffended since starting services ■ 3 of those would reoffend within one year ■ 1 of those would then reoffend within one year ■ $62,538 VII. Action Items A. Consideration and Approval of a Change in Program Scope and Budget Increase for Code Blue - Marianne Makar Ms. Makar presented a request in program scope to add a Communications Dispatcher Position dedicated to Code Blue. This is being requested because Code Blue members can no longer listen to the patrol radio channel because it is now encrypted. The Budget impact of this change in scope is as follows: To have the Code Blue radio channels monitored 24/7 requires seven full-time Communications Dispatchers. Due to anticipated savings in the heliport project of $375,000.00, this can be done with no impact to the FY2014 CCPD Budget. In future years, the impact will be approximately $303,628.00. Motion was made by Director Shingleton and second by Director Bivens to approve the change in scope to add a Communications Dispatcher Position dedicated to Code Blue and the addition of seven full time positions to the Code Blue Program. Motion passed 8-0 (Zimmerman absent) B. Consideration and Adoption of Resolution, Order and Notice Calling for an Election to be Held May 10, 2014, on the Continuation of the Fort Worth Crime Control and Prevention District for Five Years and Continuation of the District's One -Half Cent Sales Tax for Five Years - Marianne Makar Ms. Makar presented the staff recommendation that the Board place the CCPD renewal election on the May 10, 2014 Ballot. Motion was made by Director Shingleton and second by Director Bivens to approve a resolution order and notice calling for an election to be held May 10, 2014, on the continuation of the Fort Worth Crime Control and Prevention District for five years and continuation of the district's one- half cent sales tax for five years. Motion passed 8-0 (Zimmerman absent) The President indicated that she would take future agenda items and the have citizens comments. Board Requests for Future Agenda Items and/or Reports President Price - Recruitment for Code Blue and COPS Director Shingleton — look at the potential and a plan for a 6th Division — north of 820 Director Jordan — future requirements for officers, when are the next classes? How will we absorb the growth? Cumulative effects of the Economic Development Agreements on CCPD. Director Bivens — metrics for officers per capita Director Scarth - review of the 5 -year plan Director Espino — response times for Priority 1 calls and how many officers do we need to meet our strategic goal to be the safest city in the nation. VIII. Citizen Comments There were no Citizens Comments. The next meeting of the CCPD Board will be May 15, 2014, at 5:30 p.m. X. Adjourn With no further presentations or discussions, President Price adjourned the meeting of the Fort Worth Crime Control and Prevention Board of Directors at 6:08 p.m., on Thursday, February 20, 2014.
